Job Overview: The Senior Technical Advisor – Health Programs will play a crucial role in providing strategic technical leadership for the EpiC project in Uganda, which focuses on integrated health service delivery, particularly in HIV and TB. This position requires a strong emphasis on capacity building among project partners and optimizing service integration across the continuum of care. The advisor will be responsible for ensuring high-quality technical performance and timely delivery of outputs within budget constraints. This role involves engaging with key stakeholders, including donors and government ministries, to promote sustainable health system outcomes. The advisor will also oversee technical teams, ensuring that project objectives are met effectively and efficiently.
Duties and Responsibilities: The Senior Technical Advisor will be responsible for a variety of tasks, including providing technical leadership in integrated health services, creating and refining project workplans, and ensuring the quality of technical activities. The advisor will lead day-to-day technical activities, supervise staff, and maintain constructive dialogue with country counterparts. They will develop tools for project implementation, conduct capacity-building interventions, draft technical reports for donors, and prepare presentations on project progress. Additionally, the advisor will identify areas for improvement within the project and implement enhancements to procedures, ensuring that all technical activities align with the overall goals of the EpiC project.
Required Qualifications: Candidates must possess strong knowledge and practical skills in integrated health service delivery, particularly in HIV and TB. They should demonstrate the ability to manage projects effectively, set realistic priorities, and plan for successful implementation. Excellent writing and verbal communication skills are essential, along with proficiency in relevant computer software, including MS Office applications. The ability to work independently while adhering to job and performance standards is also required.
Educational Background: A Master’s Degree or its international equivalent in Public Health, Global Health, Epidemiology, clinical medicine, or a related field is required. Additional training in Project Management (PM) is considered an advantage.
Experience: Candidates should have at least 8 years of relevant experience in the technical implementation of large health projects, particularly those related to HIV and TB, in Uganda. Experience with PEPFAR-supported programs and local or international organizations is highly desirable. Documented experience in providing technical assistance and capacity building to government or partner organizations is also preferred, along with program development or management experience.
Languages: Fluency in English is mandatory, with strong reading, writing, and speaking skills. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The position may require travel of 20% to 40%. The expected hiring salary range for this role is XOF 120,000,000 - 180,000,000 for annual basic salary.
