Job Overview:
The role of Asistente de ICLA is crucial in contributing to the implementation of the Information, Orientation, and Legal Assistance component in accordance with NRC's programmatic strategy. This position allows NRC to engage with the Public Ministry, community-based organizations, and other key actors in the territories where protection actions are implemented. The Asistente de ICLA serves as a reference point for supporting victims of armed conflict and individuals in need of international protection. The position requires a proactive approach to ensure adherence to NRC policies and guidelines while supporting the operational management of the ICLA response. The Asistente will be responsible for developing knowledge of ICLA competencies in the area of assistance and support, ensuring effective communication and coordination with various stakeholders.

Duties and Responsibilities:
The Asistente de ICLA will be responsible for a wide range of duties, including ensuring compliance with NRC policies, tools, manuals, and guidelines. They will support the implementation of the ICLA project portfolio according to the action plan and will be involved in various procedures and activities related to ICLA functions. The role includes organizing and executing tasks based on priorities and standards, contributing to the resolution of daily problems in accordance with agreed procedures, and preparing reports required by ICLA management. The Asistente will manage information securely and in compliance with data protection standards, promote ideas to strengthen support functions, and assist in implementing relevant activities outlined in the country office's Action Plan. Specific responsibilities include providing inputs for designing legal strategies, implementing information and legal assistance activities for internally displaced persons and vulnerable migrants, fostering community participation during humanitarian emergencies, and supporting the preparation of reports on Rapid Needs Assessments. The Asistente will also collect key information, document cases, and follow up on legal assistance activities, ensuring a comprehensive and coordinated response to emergencies.

Required Qualifications:
Candidates must possess technical studies or be in the final semesters of university studies in Law. A minimum of one year of experience as a General Assistant in humanitarian contexts is required. Knowledge of the Panamanian state structure and international law is essential, along with experience in complex and changing environments. Basic knowledge of English is necessary, and candidates should demonstrate competencies related to the context of refugee rights defense, legal assistance provision, and familiarity with Office software and databases. Knowledge of international and national regulations related to international protection and refugee status is also required, along with experience in social projects and fieldwork with vulnerable populations.

Educational Background:
The educational background required for this position includes technical studies or being a university student in the final semesters of Law. This educational foundation is crucial for understanding the legal frameworks and principles that govern the rights of refugees and internally displaced persons, as well as for effectively providing legal assistance and support in humanitarian contexts.

Experience:
Candidates should have a minimum of one year of experience in areas related to the defense of refugee rights in humanitarian or social contexts. Experience in providing information, orientation, and legal assistance is essential, as well as familiarity with the local social context where the projects are implemented. Previous work experience in complex environments and with vulnerable populations is highly valued, as is knowledge of human rights and international humanitarian law.

Languages:
The mandatory language for this position is Spanish, given the context of the work in Panama. Basic knowledge of English is considered a good asset, as it may facilitate communication and access to international resources and networks.
