Job Overview:
The CCM Data Provisioning Officer will play a crucial role within the Earth Observation Programmes at ESA, specifically in the Copernicus Contributing Missions (CCM) Data Provisioning sector. This position is pivotal in ensuring the systematic and rapid provisioning of Earth Observation data acquired by various missions to authorized users, including Copernicus Services and Horizon Europe projects. The officer will be responsible for managing the interface between CCM data provider systems and ESA-managed data access services, ensuring that user needs are met effectively. The role requires close collaboration with the ESA EO Third-Party Mission Manager and the broader ESA team involved in CCM activities. The officer will also be tasked with evaluating the capabilities of CCM data providers and monitoring the performance of data provisioning services, ensuring compliance with service level agreements (SLAs).

Duties and Responsibilities:
The duties of the CCM Data Provisioning Officer include preparing and implementing procurement processes for Copernicus Contributing Missions data solutions, ensuring alignment with programmatic objectives and technical requirements. The officer will coordinate closely with ESA managers to define, implement, and maintain interfaces between CCM data provider systems and ESA-managed data access services. Responsibilities also include fostering effective operational coordination between CCM data providers and ESA services, evaluating data provider capabilities against user needs, and monitoring and reporting on data provisioning performance in accordance with SLAs. The officer will be expected to manage day-to-day technical challenges while maintaining a comprehensive view of the overall system.

Required Qualifications:
Candidates must possess a master's degree in a relevant engineering discipline or Earth science, along with a minimum of five years of relevant professional experience. The position requires a high level of motivation and dedication, with the ability to work autonomously and flexibly within an international and interdisciplinary team. Candidates should demonstrate strong technical and operational management skills in Earth Observation data provisioning, including experience with API-based interfaces and familiarity with ESA's procurement processes.

Educational Background:
A master's degree in engineering or Earth science is mandatory for this position. This educational background is essential to understand the technical and scientific aspects of Earth Observation data and its applications effectively.

Experience:
The position requires at least five years of relevant professional experience in the field of Earth Observation data management and provisioning. Candidates should have proven experience in operational coordination and managing multiple partners under time constraints, showcasing their ability to handle complex technical challenges while maintaining a strategic overview.

Languages:
The working languages of ESA are English and French. A good command of one of these languages is mandatory, while knowledge of another language from a Member State is considered an asset. This linguistic requirement is crucial for effective communication within the agency and with external partners.

Additional Notes:
The position is a four-year appointment, extendable to indefinite, and falls within the grade band A2-A
  • Recruitment will primarily be within this grade band, although candidates with less than four years of relevant experience may be considered for an A1 level position.
