Job Overview: The Finance and Administration Officer plays a crucial role in supporting the financial and administrative functions of VSO's projects in Uzbekistan. This position involves providing finance administration support during project start-up and close-out phases, ensuring that all financial transactions are accurately documented and processed. The officer will prepare monthly budget reports, manage expenditure and income, and ensure compliance with financial policies and regulations. The role also includes managing payroll, conducting reconciliations, and preparing statutory reports. Additionally, the officer will support logistics and procurement processes, ensuring that VSO's travel policies are adhered to and that office facilities are maintained. The position requires collaboration with both internal teams and external partners to ensure effective financial management and compliance with donor requirements.
Duties and Responsibilities: The Finance and Administration Officer will be responsible for a wide range of duties, including but not limited to:
Providing finance administration support for project start-up and close-out, ensuring all financial documentation is complete and accurate.
Preparing monthly project-specific budget versus actual reports and conducting variance analysis.
Managing all expenditure and payment documentation, ensuring compliance with VSO's financial policies.
Processing advances and claims from volunteers and staff for reimbursements.
Conducting monthly reconciliations of cash and bank balances, following up on any discrepancies.
Preparing and processing payroll, ensuring all costs are supported and reconciled with timesheets.
Preparing statutory reports and ensuring timely remittance of all statutory payments.
Supporting tax compliance and audits in collaboration with the Finance Operations team.
Providing logistical support for travel and accommodations for employees and volunteers. 1
Administering office facilities and maintenance, including contracts and insurance. 1
Maintaining accurate record-keeping systems for visas, work permits, and compliance with legal requirements. 1
Monitoring supplier contracts and safeguarding project assets. 1
Liaising with local partners for financial grant management and ensuring compliance with donor requirements. 1
Collaborating with internal teams for financial reporting and project coding. 1
Providing guidance to local partners and maintaining good relationships with suppliers and stakeholders.
Required Qualifications: Candidates must possess a qualification in Finance and Accounting or be a Partly Qualified Management Accountant (CMA), Certified Public Accountant (CPA), or Chartered Accountant (ACCA) license. Equivalent experience in finance and accounting roles will also be considered. Proficiency in finance administration, accounting, and payment processing is essential. Candidates should have a strong understanding of procurement, logistics, and office management, as well as knowledge of relevant laws and regulations in Uzbekistan. Familiarity with financial software and accounting systems, particularly Excel and SUN systems, is required. Strong engagement and collaboration skills are necessary, along with good IT literacy, including proficiency in Microsoft Office, Zoom, and project management software. Excellent verbal and written communication skills in both English and local languages are also required.
Educational Background: The ideal candidate should have a degree in Finance, Accounting, or a related field. Professional qualifications such as CMA, CPA, or ACCA are highly desirable. Candidates with equivalent experience in finance and administration roles will also be considered, provided they demonstrate the necessary skills and knowledge required for the position.
Experience: Candidates should have a minimum of 3-5 years of relevant experience in finance administration, accounting, and procurement. Experience working in a non-profit or international development context is preferred. Familiarity with financial management in compliance with donor regulations and local laws is essential. The ability to manage multiple tasks and work under pressure while maintaining attention to detail is crucial for success in this role.
Languages: Fluency in English is mandatory, as well as proficiency in local languages spoken in Uzbekistan. Good communication skills in both languages will facilitate effective collaboration with local partners and stakeholders. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: This position is a full-time role with a fixed-term contract. The salary for this position is UZS 27,630,808.75 per month. The contract duration is contingent upon the confirmation of funds from the donor. VSO reserves the right to close this job early if a sufficient number of applications are received.
