Job Overview:
The National Consultant for Health Service Delivery, specifically focusing on Sexual, Reproductive, Maternal, Newborn, and Child Health (SRMNCH), will be tasked with conducting a comprehensive assessment of the availability, continuity, accessibility, and quality of SRMNCH services in the West Bank. This role is critical as it aims to provide actionable recommendations that will enhance service delivery, procurement, and infrastructure to ensure effective SRMNCH service provision. The consultant's work will complement ongoing assessment activities by UNICEF and UNFPA in the region, addressing the urgent health needs of women and children in a challenging humanitarian context. The consultant will be expected to engage with key stakeholders, utilize various data collection tools, and analyze the current state of health services to identify gaps and propose solutions that can be implemented to improve health outcomes in the affected areas.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables throughout the consultancy period. Initially, an Inception Report is to be submitted within two weeks of starting the assignment, outlining the consultant's understanding of the assignment, methodology, work plan, and timeline for the assessment. Following this, a Combined Assessment Report is due within eight weeks, which will detail the availability, accessibility, and readiness of SRMNCH services at various healthcare levels. This report will identify gaps in service delivery, healthcare staffing, equipment, medicines, and health information systems, and will include geographic mapping of areas most affected by conflict barriers. The consultant will also compare current service levels with pre-conflict data and provide both short-term and long-term recommendations for improving SRMNCH services. Finally, a presentation of findings and recommendations will be required after two weeks of submitting the final report, tailored for key decision-makers and stakeholders.

Required Qualifications:
Candidates must possess an advanced degree in Public Health, Health Systems, or a related field. Additionally, a minimum of 10 years of experience in SRMNCH programming is essential. The consultant should demonstrate a strong understanding of health service delivery in humanitarian contexts and possess the ability to analyze complex health systems and provide actionable recommendations.

Additional Notes:
The consultancy is expected to last for a duration of three months, with remuneration set within the range of 21,806 ILS to 29,387 ILS per month. Travel costs are not included in this remuneration package. The consultant will work on-site in the West Bank, Occupied Palestinian Territory. It is important to note that this vacancy may also be used to identify candidates for other similar consultancies at the same level.
