Job Overview:
The consultant will be tasked with delivering a comprehensive background paper that is essential for launching a Subregional Dialogue Platform. This initiative aims to facilitate a structured and trust-building process that supports coordinated policy dialogue among the Arab countries, particularly focusing on Syria and its neighboring states. The expected outcomes of this consultancy include promoting regional stability, enhancing resilience, and fostering mutual economic benefits that will strengthen connectivity and advance sustainable development across the sub-region. The consultant will analyze the current landscape of regional cooperation, identify opportunities for enhanced engagement, and develop actionable policy recommendations that will guide future collaborations. This role is critical in addressing the interconnected challenges faced by the region, such as displacement, economic disruptions, and environmental issues, which require a coordinated response from multiple stakeholders.

Duties and Responsibilities:
The consultant will be responsible for drafting an analytical assessment report that addresses key cross-border and transboundary issues affecting Syria and its Arab neighbors. This includes conducting thorough research and analysis of the socio-economic dynamics in the region, identifying areas of cooperation, and proposing actionable policy recommendations. The consultant will also be expected to present a summary of the report to stakeholders as needed. The role requires a deep understanding of the regional context and the ability to articulate complex issues clearly and concisely. Additionally, the consultant will work under the direct supervision of the Syria Portfolio Programme Manager/Coordinator, ensuring alignment with ESCWA's objectives and strategies.

Required Qualifications:
Candidates must possess a master's degree in economics, international relations, public policy, development studies, regional planning, or a related field. It is essential that all applicants submit a copy of their educational qualifications, as incomplete applications will not be considered. Furthermore, candidates should have a minimum of 15 years of relevant experience in policy analysis, research, or advisory roles related to regional cooperation, economic development, post-conflict recovery, or cross-border issues. Proven knowledge of the regional dynamics in the Arab world, including an understanding of cross-border challenges and cooperation frameworks, is also required. Strong analytical, drafting, and writing skills are essential, along with the ability to present complex technical issues in a clear and concise manner.

Educational Background:
A master's degree in a relevant field such as economics, international relations, public policy, development studies, or regional planning is required for this position. This educational background is crucial for understanding the complexities of regional cooperation and economic development, particularly in the context of post-conflict recovery and transboundary issues.

Experience:
The position requires a minimum of 15 years of experience in relevant fields such as policy analysis, research, or advisory work. Candidates should have a strong background in regional cooperation, economic development, and post-conflict recovery, with specific experience addressing cross-border and transboundary issues. Experience working with UN agencies or international organizations is highly desirable, as it demonstrates familiarity with the operational frameworks and dynamics of international development work.

Languages:
Fluency in English and Arabic is mandatory for this position, as these are the working languages of UNESCWA. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat, but it is not a requirement for this role.
