Job Overview:
The Finance Specialist position is a crucial role within the Myanmar Country operation, primarily responsible for preparing donor reports and ensuring compliance with both DRC’s Operations Handbook and donor requirements. This role involves managing designated donor project budgeting, reporting, and auditing processes. The Finance Specialist will support the Finance Manager in budget preparation and the creation of project information in the dynamic system, ensuring that all donor report deadlines are met. The position requires a proactive approach to financial management, with a focus on capacity building for finance staff and implementing partners. The Finance Specialist will also play a key role in maintaining financial integrity and transparency within the organization, ensuring that all financial practices align with legal and organizational standards.

Duties and Responsibilities:
The Finance Specialist will have a wide range of duties and responsibilities including:
  • People Management and Capacity Building: Providing technical support to finance staff in area offices, conducting training sessions, and ensuring continuous development of finance staff capabilities.
  • Financial Reporting: Maintaining internal financial procedures, preparing and analyzing financial reports, verifying financial reports from implementing partners, and ensuring compliance with donor requirements.
  • Budget Management: Assisting in the preparation of proposals and budgets, updating master budgets, and monitoring budget variances.
  • Transfers and Payments: Managing donor and implementing partner payment processes, ensuring compliance with financial procedures.
  • Data and System Management: Reviewing rebooking requests, coordinating with finance specialists, and maintaining accurate data filing systems.
  • DRC Dynamics ERP System: Supporting the Finance Manager in utilizing the ERP system effectively and training other finance staff.
  • Audit Support: Assisting in preparation for audits and implementing audit recommendations.
  • Additional Tasks: Performing any other duties as assigned by supervisors to ensure optimal organizational functioning.

Required Qualifications:
Candidates must possess a university degree in accounting, finance, or audit, with additional certifications such as CA, ACCA, or CPA being advantageous. A minimum of three years of practical experience in financial management and donor reporting is required, along with proven experience in managing large budgets and providing technical guidance. Candidates should also have experience working with national partners and relevant donors, as well as advanced proficiency in Excel and full professional proficiency in English.

Educational Background:
The position requires a university degree, either a Bachelor's or Master's degree, in accounting, finance, or audit. Additional certifications such as CA, ACCA, or CPA are highly desirable and will provide candidates with a competitive edge in the application process.

Experience:
The ideal candidate should have at least three years of practical experience in financial management and donor reporting. This experience should include managing large budgets and providing technical guidance and training to finance staff and implementing partners. Familiarity with working alongside national partners and local authorities is essential, as is experience with relevant donors such as UNHCR, ECHO, OFDA, WFP, DFID, or BPRM guidelines.

Languages:
