Job Overview:
The position of Persona Evaluadora Joven is crucial for ensuring transparent accountability within the framework of the regional project 'No One Left Behind' (LNOB): Reducing Adolescent Pregnancy in Afro-descendant, Creole, Garifuna, and Miskito Communities in Selected Municipalities of the Central American Caribbean Coast 2023-202
  • The Regional Office for Latin America and the Caribbean will conduct the Final Evaluation of this project, which aims to provide an independent and systematic assessment of the project's results based on relevance, coherence, effectiveness, efficiency, and sustainability criteria. This evaluation seeks to extract lessons learned and critical evidence regarding the facilitating and limiting factors of execution in complex multi-ethnic contexts. The results will inform strategic decision-making, enhance UNFPA's contribution and that of its partners to the development of Afro-descendant peoples, and underpin the design of the next cycle of regional programming. The consultant will contribute to accountability by supporting the generation of transparent reports for donors and national stakeholders, strategic learning by extracting lessons learned about facilitating and limiting factors in multi-ethnic and national contexts, and decision-making by underpinning the design of future programming cycles through data analysis and synthesis of findings that promote reproductive justice and human rights compliance.

Duties and Responsibilities:
Under the general supervision of the Regional Advisor for Planning, Monitoring, and Evaluation, the volunteer will carry out the following tasks:
  • Project Monitoring: Technically assist in the development and implementation of a monitoring plan (including a dashboard) that allows visibility of progress at the regional and national levels in the project countries (Panama, Honduras, Belize, Costa Rica, and Guatemala).
  • Support to the Final Evaluation Management of LNOB: Act as support in the Regional Office, managing and planning the evaluation process to ensure it is technically sound, participatory, and meets UNFPA quality standards.
  • Support other evaluation processes in the PME area as required. Monitoring Component of the LNOB Project: - Develop a detailed monitoring plan with technical sheets, data collection instruments, and a proposal for result systematization. - Develop an interactive visual support (dashboard) for tracking progress, reports, and alerts. - Assist in the preparation of periodic reports, identify trends, and facilitate communication and information exchange with country offices. Evaluation Management and Support Component of LNOB: - Support the evaluation management in scheduling the evaluation and serve as the main liaison with the external consulting team, providing all inputs and assisting in the preparation of detailed work schedules for field missions, interview schedules, etc. - Coordinate the technical review process (Quality Assurance) of evaluation products using the established formats. - Organize sessions of the Evaluation Reference Group (GRE) and provide technical assistance to project focal points. - And other activities required by the project.

Required Qualifications:
The applicants for this assignment must be Panamanian nationals and/or have Panamanian residency. The position requires a strong understanding of monitoring and evaluation processes, particularly in the context of multi-ethnic communities. Familiarity with UNFPA's mission and objectives, as well as experience in project management and evaluation, is highly desirable. The candidate should possess excellent organizational skills, the ability to work collaboratively in a team, and a commitment to promoting reproductive rights and social justice.

Educational Background:
A degree in social sciences, public health, international development, or a related field is required. Advanced degrees or specialized training in monitoring and evaluation, public health, or project management will be considered an asset. Knowledge of the socio-cultural dynamics of Afro-descendant communities in Central America is also beneficial.

Experience:
Candidates should have at least 1-2 years of relevant experience in monitoring and evaluation, project management, or related fields. Experience working with international organizations, particularly in the context of sexual and reproductive health, is preferred. Familiarity with data analysis and reporting tools is also advantageous.

Languages:
Fluency in Spanish is mandatory, as the position requires communication with local stakeholders and the preparation of reports in Spanish. Proficiency in English is a plus, as it may be necessary for communication with international partners and stakeholders.
