Job Overview: The Human Resources Business Partner (HRBP) plays a crucial role within the Regional Office Management team, reporting to the Deputy Regional Director and working closely with the Deputy HR Director. The HRBP serves as an advisor on human resources-related issues, overseeing recruitment, compliance, benefits, compensation, and employee relations activities. This position is responsible for ensuring that workforce planning aligns with business objectives and for leading the implementation of HR policies and procedures tailored to the regional context. The HRBP will also provide technical support in strategic HR planning and contribute to discussions on the direction of HR services, ensuring that managers and staff receive guidance on various HR matters, including recruitment and contract policies.
Duties and Responsibilities: The HRBP will coordinate recruitment and selection processes for personnel in the Regional Office and Country Offices, leading the recruitment of both national and international staff. They will oversee the administration of contracts, benefits, and entitlements, ensuring compliance with policies and effective management of local support staff. The HRBP will also monitor the implementation of HR policies and practices, provide technical contributions to HR strategic planning, and facilitate workplace relations initiatives. Additionally, the HRBP will coordinate learning and development activities, assess training needs, and liaise with HR HQ teams to promote awareness of HR policies. The role includes supervising the HR team and reporting on recruitment trends to management and donors.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or relevant social sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires at least 7 years of progressively responsible experience in human resource management, with a focus on recruitment, benefits administration, and workplace relations. Field experience and experience as an HR Business Partner are advantageous, as is experience in leading a team.
Educational Background: The educational requirement for this position is a Master’s degree or equivalent in a relevant field such as Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or social sciences. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted in lieu of the advanced degree, allowing for flexibility in educational qualifications while still ensuring that candidates have the necessary knowledge and skills for the role.
Experience: The HRBP position requires a minimum of 7 years of progressively responsible experience in human resource management. Candidates should have substantial experience in recruitment and selection processes, benefits administration, and workplace relations. Additionally, a minimum of 3 years of international work experience is required, with field experience considered an asset. Experience in a role as an HR Business Partner and in leading a team will be viewed favorably, as these experiences contribute to the candidate's ability to effectively manage HR functions in a diverse and dynamic environment.
Languages: Fluency in English and Spanish is mandatory for this position, as these are the primary languages used in the organization and the region.
