Job Overview: The Supply ChainCoordinator plays a critical role in ensuring the effective delivery of quality programs within the IRC's operations in Darfur. This position encompasses a wide range of responsibilities related to supply chain management, including procurement, logistics, inventory management, and asset management. The coordinator is tasked with designing, planning, executing, and monitoring supply chain activities to align with IRC and donor regulations while meeting program objectives. The role requires a commitment to continuous improvement in performance quality and stakeholder satisfaction, emphasizing service-oriented practices. The Supply Chain Coordinator will work closely with various internal and external stakeholders to ensure the smooth operation of supply chain functions, ultimately contributing to the success of the IRC's humanitarian efforts in the region.
Duties and Responsibilities:
Supply Chain Planning: Develop and implement comprehensive supply chain plans that support program execution, including procurement, warehousing, transport, staffing, and distribution plans. Collaborate with program coordinators to ensure procurement plans are aligned with active grants and facilitate distribution plans to manage inventory effectively. Train and build capacity within the supply chain team to enhance performance and ensure clarity in roles and responsibilities.
Procurement Management: Oversee and manage procurement strategies, ensuring compliance with IRC and donor policies. Execute procurement contracts in a timely manner and implement Global Supply Chain (GSC) standard operating procedures across all program offices. Conduct procurement training sessions and maintain accurate procurement documentation.
Inventory Management: Manage inventory and warehouse operations, ensuring adherence to IRC inventory policies. Produce timely inventory reports and conduct regular checks on warehouse safety and record-keeping practices.
Assets Management: Oversee the procurement, maintenance, and record-keeping of all IRC assets. Ensure assets are tracked, maintained, and disposed of according to IRC policies and donor regulations.
Fleet Management: Coordinate all fleet and transportation activities, ensuring vehicles are well-maintained and compliant with IRC policies. Analyze fuel consumption and vehicle utilization to optimize fleet operations.
Compliance and Ethics: Identify compliance risks in supply chain processes and implement strong procurement controls. Ensure all supply chain activities are conducted ethically and in accordance with IRC standards.
Learning and Development: Assess training needs and develop training plans for supply chain staff and other relevant personnel to enhance capacity and performance.
Supply Chain Team Management: Provide orientation and onboarding for new team members, implement personnel policies, and foster a positive team environment through regular communication and support.
Required Qualifications: Candidates must possess a Bachelor's Degree in Supply Chain Management, Logistics, or a related field, along with a minimum of 5 years of progressive professional experience in supply chain management. Demonstrated success in leading supply chain functions across various disciplines, including planning, procurement, and logistics, is essential. Candidates should have a strong understanding of medical logistics, procurement, storage, transport, and distribution of pharmaceuticals, as well as broad knowledge of supply chain strategies and market analysis techniques. Strong collaboration and interpersonal skills are necessary, along with the ability to work effectively in a matrixed organizational structure. Financial management and budgeting skills are also required, along with excellent training and coaching abilities.
Educational Background: A Bachelor's Degree in Supply Chain Management, Logistics, or a related field is required. Candidates with equivalent education and experience may also be considered. Advanced degrees or certifications in supply chain management or logistics are advantageous but not mandatory.
Experience: Candidates should have at least 5 years of progressive experience in supply chain management, with a proven track record of success in various supply chain disciplines. Experience in humanitarian or non-profit sectors is preferred, particularly in challenging environments. Familiarity with medical logistics and the procurement of pharmaceuticals is highly desirable.
Languages: Fluency in English is mandatory, while proficiency in Arabic or French is considered advantageous. Candidates should possess strong communication skills in both written and spoken forms to effectively interact with diverse stakeholders.
Additional Notes: This position is based in Zalingei, Sudan, and may require travel to remote field offices.
