Job Overview: The Senior Project Control Associate plays a crucial role in supporting project management and oversight within the UNHCR framework. This position involves the formulation of monitoring plans, quality assurance, and verification processes to ensure that projects are executed effectively and in alignment with UNHCR's policies and procedures. The incumbent will be responsible for reviewing project agreements, conducting audits, and ensuring that financial and operational performance is synchronized. The role requires participation in multi-functional monitoring activities, tracking project risks, and supporting project closure. The Senior Project Control Associate will work independently on regular assignments while receiving guidance from the Project Control Officer or equivalent management level. This position also entails supervising other general service staff and maintaining professional relationships with implementing partners, emphasizing the importance of collaboration and effective communication in achieving project objectives.
Duties and Responsibilities: The duties and responsibilities of the Senior Project Control Associate include:
Reviewing internal control systems of implementing partners to ensure compliance with UNHCR standards.
Ensuring that implementing partner agreements align with Country Operation Plans and UNHCR policies.
Maintaining comprehensive records for all projects to facilitate transparency and accountability.
Analyzing and verifying Financial and Performance Implementing Partner Reports for accuracy and consistency.
Confirming the status of funds obligated under agreements and ensuring timely payments.
Supporting project closure in coordination with the programme unit.
Tracking project risks and reporting significant issues to senior management.
Monitoring expenditures to ensure alignment with approved budgets.
Identifying and addressing variances in budget execution and project quality. 1
Advising on improvements related to project management and internal controls. 1
Engaging with implementing partners on project-related matters and fostering collaborative relationships. 1
Performing additional duties as required to support the overall objectives of the UNHCR.
Required Qualifications: Candidates must possess a minimum of 4 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include excellent computer skills, particularly in MS Office applications, and strong communication abilities. Desirable qualifications include a good understanding of United Nations financial rules and procedures, knowledge of accrual accounting standards (such as IPSAS or IFRS), and experience with ERP financial modules (e.g., PeopleSoft, Oracle, or SAP).
Educational Background: The educational background required for this position includes a High School Diploma as a minimum, with a Bachelor’s degree in Accounting, Finance, Business Administration, or a related field being highly desirable. A recognized professional accounting qualification (such as ACCA, CMA, CPA, or equivalent) is considered an advantage and enhances the candidate's profile.
Experience: The position requires candidates to have at least 4 years of demonstrated experience in financial management, risk management, or the development of internal control frameworks. Experience within the UN system is considered desirable, particularly in areas related to financial oversight and compliance. Candidates should also have experience in preparing or reviewing financial reports and analyzing large volumes of data, showcasing their ability to manage complex financial information effectively.
Languages: Fluency in English and Spanish is mandatory for this position, with a working knowledge of French being desirable. Candidates are expected to demonstrate proficiency at least at the B2 level in the required languages, ensuring effective communication within the diverse UNHCR environment.
Additional Notes: This is a national position offered under a Fixed-term contract for an initial period of 1 year. Candidates must be nationals of Panama or non-Panamanian residents with valid work and residency permits. The position is classified at the GS7 grade level, and a competitive compensation and benefits package is offered. The UNHCR Multi-Country Office in Panama oversees operations across multiple countries, and the incumbent will be responsible for financial management and compliance in the entire Panama area of responsibility.
