Job Overview:
The Finance Assistant position is integral to the financial operations of IOM, particularly under the guidance of the Chief of Mission and the supervision of the Finance Officer. The incumbent will be responsible for a variety of financial tasks, including data extraction and input into financial systems, responding to financial queries, assisting with payroll transfers, and reviewing payment requests to ensure compliance with IOM policies. The role requires a keen attention to detail and the ability to manage multiple tasks efficiently. The Finance Assistant will also prepare necessary financial reports and assist staff with various services, ensuring that all financial documentation is systematically filed and maintained. This position is crucial for maintaining the integrity of financial operations within IOM and supporting the organization's mission to facilitate migration.

Duties and Responsibilities:
The Finance Assistant will have a comprehensive set of responsibilities, including but not limited to: extracting and inputting data from various sources into financial or accounting systems; responding to accounting or financial queries from staff; assisting in payroll preparation by executing validity checks on monthly payroll results; reviewing payment requests to ensure they are duly authorized and supported by necessary documentation; verifying vendor requests for accuracy and compliance with IOM finance policies; performing claim verifications against documentation; preparing receipt and journal vouchers; assisting in the preparation of budget, accounting, financial, and statistical reports; providing assistance to staff services such as travel and expense claims; ensuring proper filing of all posted payments and accounting documents; and reviewing financial reports from implementing partners. The Finance Assistant may also be required to perform other related duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Business Administration, Accounting, Finance, or related fields, along with two years of relevant professional experience. Alternatively, candidates with a High School diploma and four years of relevant experience will also be considered. It is essential that candidates have proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. Previous experience with Oracle Fusion is considered a distinct advantage. Additionally, prior work experience with international humanitarian organizations or government institutions in a multicultural setting is beneficial. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach, along with a willingness to learn new skills.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Business Administration, Accounting, Finance, or related fields from accredited universities recognized in the UNESCO World Higher Education Database. Candidates with a High School diploma and significant relevant experience may also be considered, highlighting the importance of practical experience alongside formal education.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years of relevant experience if they have a High School diploma. Experience in financial management, accounting, or related fields is essential, particularly in a humanitarian or international organization context. Familiarity with financial software, especially Oracle Fusion, is a distinct advantage, and candidates should demonstrate a proven ability to work effectively in a team-oriented environment.

Languages:
Fluency in English is mandatory for all IOM staff members, and for this position, fluency in Kurdish and Arabic is also required. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

Additional Notes:
The position may be subject to funding confirmation, and any offer made to the candidate will depend on this. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
