Job Overview: The Chief of the Broadcast and Conferencing Support Section is tasked with overseeing the design and implementation of major systems initiatives related to broadcast, audiovisual, hybrid meeting, and conferencing support services. This role requires the incumbent to manage multiple concurrent projects that often involve innovative applications and complex system integrations. The position demands a high level of technical expertise and the ability to provide authoritative advice to senior managers on various aspects of broadcast and audiovisual systems development. The incumbent will lead a specialized team, ensuring that the team meets the operational needs of the organization while developing best practices and future strategies. The role also involves budget management, performance monitoring, and the development of innovative solutions to complex problems impacting the organization’s work.
Duties and Responsibilities: The incumbent will be responsible for conceptualizing and developing strategies for major systems initiatives related to broadcast and conferencing support services. This includes overseeing the design and implementation of these systems, managing multiple projects, and providing technical and policy advice to senior management. The role involves leading a specialized team, planning and allocating work assignments, coaching and mentoring staff, and participating in recruitment and training programs. The incumbent will also manage procurements, conduct needs assessments, prepare bid documents, and negotiate contracts. Additionally, the role requires developing performance measures, monitoring budgets, and ensuring that projects meet established time and cost parameters. The incumbent will also be responsible for developing standards and procedures to maintain a stable systems environment and for leading efforts to collect and analyze data for informed decision-making.
Required Qualifications: The position requires an advanced university degree (Master’s degree or equivalent) in computer science, information systems, broadcast engineering, telecommunications, audiovisual engineering, media technology, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. ITIL certification and project management certification are mandatory, while relevant professional certifications in broadcast and audiovisual systems are desirable. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as computer science, information systems, broadcast engineering, telecommunications, audiovisual engineering, or media technology. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted. Additional qualifications in data analytics or related fields are advantageous.
Experience: A minimum of ten years of progressively responsible experience in managing, supporting, and planning information and communication technology services is required. This includes experience in broadcast and conferencing infrastructure and systems. Candidates should have experience overseeing initiatives that span ICT, broadcast, and audiovisual domains, as well as leading multidisciplinary technology teams. Experience in supporting high-level international meetings and large intergovernmental conferences is also required, while experience in data analytics is desirable.
Languages: English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, but proficiency in English is mandatory for this job opening.
