Job Overview: The position of Consultant in Urban Value Capture Instruments involves providing specialized technical support to the Urban Human Settlements Unit (UAH) and the Housing System of El Salvador. The consultant will analyze urban financing mechanisms based on land value capture instruments aimed at promoting urban renewal projects under the principles of circular economy. The consultancy will assess the legal, institutional, and operational viability of these instruments in El Salvador and generate technical recommendations and public policy alternatives tailored to the national context. This role is crucial for the implementation of the Circular Economy Program (PEC) for the 2024-2026 phase, which is part of the cooperation program between ECLAC and BMZ/GIZ.
Duties and Responsibilities: Under the supervision of the UAH, the consultant will perform the following duties:
Provide technical support to the UAH in assisting the Housing System of El Salvador within the framework of the Circular Economy Program.
Conduct a comprehensive review of existing land value capture instruments being implemented at national and local levels in El Salvador.
Analyze the current legal, regulatory, and institutional framework related to land value capture, urban financing, urban renewal, and land management in El Salvador.
Develop a feasibility study on the adoption and implementation of new land value capture instruments by the Ministry of Housing, focusing on legal and institutional aspects.
Identify and analyze public policy alternatives and applicable land value capture instruments for financing urban renewal projects from a circular economy perspective, drawing on comparative experiences and best international practices.
Assist the UAH in designing a public policy strategy or roadmap for implementing land value capture instruments, including objectives, responsible entities, expected outcomes, and required financing.
Facilitate coordination and interaction with public authorities, local stakeholders, technical organizations, and other relevant parties involved in the project.
Participate in technical meetings, workshops, events, and consultations with relevant institutions and stakeholders, acting as the local focal point for the consultancy.
Required Qualifications: The position requires a master's degree in urban planning, urban economics, land use law, urban public policy, or related fields. Additional training in law, urban development, land management, and/or urban financing will be valued. The consultant must have at least 10 years of specific professional experience in land use law and/or urban planning in El Salvador, with an emphasis on public policy related to land use management and regulation. Previous experience in urban financing, land value capture instruments, urban renewal, and legal and institutional analysis of urban policies is also highly valued. Knowledge of the legal and institutional framework of El Salvador concerning urban, housing, and public financing matters is essential.
Educational Background: Candidates must possess a higher education degree, specifically a master's degree in relevant fields such as urban planning, urban economics, land use law, or urban public policy. Additional qualifications in related areas will be considered an asset, enhancing the candidate's profile for this consultancy role.
Experience: The consultant is expected to have a minimum of 10 years of professional experience in the fields of land use law and urban planning, particularly within the context of El Salvador. This experience should include a strong focus on public policy related to land management and regulation, as well as familiarity with urban financing mechanisms and land value capture instruments. Previous involvement in urban renewal projects and legal analysis of urban policies will be advantageous.
Languages: Fluency in Spanish is mandatory for this position, as it is the working language of ECLAC. Proficiency in English is considered an advantage, as English and French are the working languages of the United Nations Secretariat. Candidates who can communicate effectively in both Spanish and English will have a competitive edge in this consultancy role.
Additional Notes: The consultancy is home-based and is expected to last for a duration of four months. The consultant will need to be available for in-person activities with public authorities and local stakeholders in San Salvador, El Salvador. It is important to note that any travel costs, transfers, accommodation, and per diem associated with these activities will not be covered by ECLAC and must be borne by the consultant. Additionally, there are no fees associated with the recruitment process, as the United Nations does not charge applicants at any stage.
