Job Posting Organization: The United Nations Office for Disaster Risk Reduction (UNDRR) was established in December 1999 and serves as the designated focal point within the United Nations system for coordinating efforts to reduce disaster risks. The organization aims to ensure synergies among disaster reduction activities across the United Nations and regional organizations, operating in both developed and developing countries. UNDRR is led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction and has a workforce of over 150 staff members based in its headquarters in Geneva, Switzerland, as well as in various regional offices. The organization plays a crucial role in guiding, monitoring, analyzing, and reporting on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supporting both regional and national efforts to enhance disaster risk reduction. UNDRR collaborates with UN Member States and a diverse range of partners, including civil society, the private sector, parliamentarians, and the scientific community, to increase global awareness and action towards reducing disaster risks. The consultancy role is part of the Prepared for Recovery initiative, which aims to strengthen livelihoods, financial protection, and public finance for inclusive and climate-resilient recovery, with a focus on Armenia and other countries such as Albania and Uganda, supported by the German Ministry for Economic Cooperation and Development (BMZ).
Job Overview: The Public Financial Management Expert will provide technical support to governments, particularly in Armenia, to assess and enhance their readiness for resilient recovery, aligning with the UNDRR Work Programme for 2026-202
The consultant will work from a home-based location and is expected to contribute to the implementation of the Prepared for Recovery initiative, which focuses on improving recovery governance, embedding disaster and climate risk considerations into public financial systems, and enhancing the resilience and financial protection of livelihoods and micro, small, and medium-sized enterprises (MSMEs). The project aims to facilitate a faster, more inclusive, and climate-resilient recovery by institutionalizing recovery governance and coordination, integrating risk-informed public financial management into core fiscal systems, and improving financial protection for livelihoods and MSMEs. The consultant will engage with various stakeholders, including the UN Country Team and government counterparts in Armenia, to analyze and assess public financial management systems for recovery, ensuring that the project’s objectives are met effectively.
Duties and Responsibilities: The consultant will be responsible for a range of key activities, including:
Work planning and stakeholder engagement: a. Conducting meetings with the project team to align on objectives and strategies. b. Developing a comprehensive consultancy work plan that outlines the approach for stakeholder engagement. c. Organizing inception calls with the Ministry of Finance and central finance agencies to introduce the project and establish timelines.
Analysis of public financial management (PFM) systems for recovery: a. Collecting existing analyses and documentation related to Armenia’s PFM system and its financing of recovery efforts, including previous assessments. b. Organizing and conducting interviews with key stakeholders, such as officials from the Ministry of Finance, audit offices, treasury departments, and relevant line ministries, utilizing UNDRR’s PFM for recovery assessment guidance. c. Analyzing the national PFM system for recovery based on five domains outlined in the assessment guidance, with domain 5 focusing on recovery governance being supported by the Recovery Governance Expert. This includes creating schematic diagrams of recovery financing pathways in Armenia to identify gaps and weaknesses. d. Synthesizing findings into a draft report that highlights priority institutional and capacity gaps, necessary policy and regulatory reforms, system and process improvements, and strategies to enhance recovery through layered financial instruments. e. Collecting feedback on the draft report, finalizing the analysis, and facilitating its validation in a meeting with the Ministry of Finance. f. Integrating assessment findings into the National Recovery Readiness Roadmap, which is developed in coordination with the Recovery Governance Expert.
Required Qualifications: Candidates must possess an advanced university degree in economics, public finance, disaster risk management, development, business administration, public policy, management, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of five years of relevant experience in public finance, disaster recovery, public sector coordination, or disaster risk management is required. Additionally, candidates must have experience working on public financial management or domestic financing systems, as well as strong written and oral communication skills. Experience in research related to disaster risk reduction topics is considered desirable.
Educational Background: The position requires an advanced university degree in a relevant field such as economics, public finance, disaster risk management, development, business administration, public policy, or management. Candidates with a first-level university degree and two additional years of qualifying experience may also be considered. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively analyze and assess public financial management systems for recovery.
Experience: The ideal candidate should have a minimum of five years of relevant experience in areas such as public finance, disaster recovery, public sector coordination, or disaster risk management. This experience should include a strong focus on public financial management or domestic financing systems, as well as proficiency in written and oral communication. Candidates with experience in research related to disaster risk reduction will have an added advantage, as this knowledge will contribute to the successful execution of the consultancy role.
Languages: Fluency in English and Armenian is required for this position, as these are the primary languages of communication for the consultancy. Additionally, knowledge of French is beneficial, as it is one of the working languages of the United Nations Secretariat. Proficiency in these languages is essential for effective communication with stakeholders and for the successful completion of project-related tasks.
