Job Overview: The ICLA Case Management Officer will play a crucial role in supporting the delivery of Information, Counselling, and Legal Assistance (ICLA) services to Rohingya refugees and vulnerable host communities in Cox's Bazar. This position involves working in a complex humanitarian environment characterized by high population density and limited access to essential services. The officer will be responsible for implementing ICLA activities, including legal information dissemination, legal counselling, and assistance, while ensuring adherence to NRC's Standard Operating Procedures (SOPs). The role requires collaboration with various stakeholders, including community representatives and service providers, to address legal and protection-related concerns affecting the target populations. The officer will also be responsible for maintaining accurate documentation and case files, ensuring confidentiality and data protection throughout the service delivery process.
Duties and Responsibilities:
Support the delivery of ICLA case management services in accordance with established SOPs, including providing legal information, counselling, and assistance to refugees and host communities.
Implement field-level ICLA activities, such as outreach programs, information sessions, helpdesk services, and mobile legal clinics.
Identify, document, and report legal, housing, land, and property (HLP), civil documentation, and protection-related issues affecting the target populations.
Facilitate Collaborative Dispute Resolution and community engagement initiatives, coordinating with community structures and relevant stakeholders.
Maintain accurate case files, activity records, referral documentation, and trackers as required by the program.
Support data collection, verification, and reporting processes to ensure timely and accurate program reporting.
Coordinate and follow up on referrals with NRC teams, service providers, and community representatives.
Ensure the application of confidentiality, informed consent, data protection, and do-no-harm principles throughout ICLA service delivery.
Manage and document the use of Information, Education, and Communication (IEC) materials and other program-related documents in compliance with NRC procedures.
Required Qualifications:
A Bachelor of Laws (LL.B) degree from a recognized university; enrollment as an Advocate is an advantage.
A degree in a related field such as social sciences, human rights, or development studies will also be considered.
Minimum of 2 years of experience working with displaced populations, refugees, or vulnerable communities, particularly in the context of the Rohingya response.
Strong understanding of refugee protection, legal identity, civil documentation, HLP rights, access to justice, and alternative dispute resolution (ADR).
Familiarity with relevant legal, policy, and administrative frameworks in Bangladesh affecting refugees and host communities.
Proficiency in digital tools, including Microsoft Office (especially Excel), Kobo Toolbox, and digital case management platforms for documentation and reporting.
Educational Background: Candidates must possess a Bachelor of Laws (LL.B) degree from a recognized institution. Enrollment as an Advocate will be considered an advantage. Additionally, a degree in social sciences, human rights, or development studies may also be acceptable, depending on the relevance to the role.
Experience: The position requires a minimum of 2 years of relevant experience working with displaced populations, refugees, or vulnerable communities. Experience specifically related to the Rohingya response is highly desirable. Candidates should demonstrate a solid understanding of refugee protection mechanisms, legal identity issues, and access to justice frameworks.
Languages: Proficiency in English is mandatory for this position. Additionally, oral proficiency in the Chittagonian or Rohingya dialect will be considered an advantage, as it will facilitate communication with the target populations.
Additional Notes: The duty station for this position is Ukhiya, Cox’s Bazar, with a contract duration of 12 months. The role involves approximately 60% travel within Cox’s Bazar District. The position is classified as Grade 04 in NRC’s Salary Scale, with a monthly gross salary of 60,249 BDT, along with a comprehensive benefits package that includes group insurance for staff and dependents, 24/7 psychosocial assistance, festival bonuses, end-of-service benefits, a contributory provident fund, maternity allowance, childcare support, and various types of leave.
