Job Overview:
The Programme Policy Officer position at WFP is crucial for managing operational partnerships with NGOs and other entities involved in humanitarian assistance. The officer will work under the direct supervision of the consultant for operational partnership management, contributing to the management of key operational partnerships that support the implementation of WFP's Country Strategic Plan. This role involves collaborating with various stakeholders, including activity managers in budgeting, supply chain, procurement, finance, risk management, and compliance. The officer will also be responsible for training partners, conducting spot checks, and ensuring timely processing of invoices. The position requires a proactive approach to managing partnerships and ensuring that all operational procedures are followed, contributing to the overall effectiveness of WFP's mission in Haiti.

Duties and Responsibilities:
  • Support the planning and implementation of Food Assistance and Money Operations (FLA/MOU) processes, including drafting agreements and modifications in compliance with WFP's legal and financial regulations.
  • Assist in the development of the country office's administration and use of the UN partner portal and Partner Connect platforms, providing necessary guidance to cooperating partners.
  • Facilitate meetings of the Cooperating Partners Committee (CPC), including document preparation, member briefings, and drafting of meeting reports.
  • Ensure adherence to standard operating procedures for managing the lifecycle of financial service agreements and compliance with minimum standards.
  • Review FLA budgets and financial reports to provide critical feedback to the program unit and prevent cost duplication or double billing.
  • Support the review process for payment requests, ensuring compliance with agreements and payment schedules.
  • Conduct capacity assessments and performance evaluations of cooperating partners to ensure compliance with WFP's operational partnership requirements.
  • Develop action plans for capacity building for each partner and provide training and support to enhance their capabilities.
  • Serve as the unit head in the absence of the consultant, ensuring internal procedures are updated and maintained. 1

Required Qualifications:
Candidates must possess a higher university degree in public policy, public administration, economics, management, international development, international relations, or a related field. Alternatively, a first university degree with additional years of relevant professional experience or training may be considered. Candidates should have at least three years of post-university professional experience in humanitarian aid, development, program management, supply chain, finance, or administration. Strong analytical skills, initiative, maturity of judgment, tact, and negotiation skills are essential. Candidates must demonstrate the ability to communicate clearly in both oral and written forms and work effectively in a team with individuals from diverse national and cultural backgrounds.

Educational Background:
A higher university degree in relevant fields such as public policy, public administration, economics, management, international development, or international relations is required. A first university degree with additional relevant experience may also be acceptable, emphasizing the importance of formal education in relation to the responsibilities of the position.

Experience:
The position requires a minimum of three years of post-university professional experience in areas such as humanitarian assistance, development, program management, supply chain, finance, or administration. Experience in preparing agreements with partners and reviewing budgets and reports is highly desirable. Candidates should demonstrate strong analytical skills and the ability to navigate complex operational environments effectively.

Languages:
Fluency in French is mandatory, with excellent written and spoken communication skills. Proficiency in English is also required, as it is necessary for effective communication within the organization and with international partners. Knowledge of Haitian Creole is an asset, enhancing the ability to engage with local stakeholders.
