Job Overview:
The position of International Consultant for Education Sector Coordination is pivotal in supporting UNESCO's efforts to enhance education outcomes for children and youth in Myanmar. The consultant will play a crucial role in coordinating with various development partners, facilitating meetings, and providing technical inputs for the design and implementation of education projects. The consultant will be responsible for engaging with a diverse range of stakeholders, including government agencies, NGOs, and international organizations, to ensure alignment with the Sustainable Development Goal 4 (SDG 4) which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. This role requires a deep understanding of the education landscape in Myanmar and the ability to navigate complex partnerships to drive effective educational initiatives.

Duties and Responsibilities:
The consultant will undertake a variety of tasks including:
  • Providing coordination and facilitation support for managing sector groups such as the Education Sector Group (ESG) and the Education Sector Representative Group (ESRG).
  • Supporting UNESCO's role as the Coordinating Agency for the Global Partnership for Education (GPE) initiatives in Myanmar, including organizing technical sessions and coordinating with Grant Agents.
  • Overseeing project management of the GPE System Capacity Grant (SCG) to ensure activities align with approved plans and budgets.
  • Leading the development and implementation of the Joint Response Framework (JRF) for Myanmar, including creating technical guidance notes.
  • Supporting reporting to UN thematic working groups and building partnerships to enhance education programming.
  • Providing logistical and administrative support for joint projects and consultations.
  • Spearheading a situational analysis of Myanmar’s education landscape for 2026, including designing methodologies and overseeing data collection and analysis.
  • Integrating gender perspectives in all activities and applying gender analysis where feasible.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or higher) in fields such as education, economics, management studies, international development, or a related field. Additionally, candidates should have at least eight years of experience in education development, particularly in education planning and management, monitoring, and evaluation. Experience in teacher education or higher education reforms in developing countries is highly desirable. Strong project management, coordination, and organizational skills are essential, along with excellent analytical and problem-solving abilities. Candidates should also demonstrate strong communication, interpersonal, and negotiation skills, as well as the ability to work efficiently under pressure in a multicultural environment.

Educational Background:
An advanced university degree (Master's or higher) in relevant fields such as education, economics, management studies, international development, or a related field is required for this position. This educational background is crucial for understanding the complexities of education systems and the various factors that influence educational outcomes, particularly in the context of developing countries like Myanmar.

Experience:
Candidates should have a minimum of eight years of relevant work experience in the field of education development. This experience should ideally include roles related to education planning and management, monitoring and evaluation, and involvement in teacher education or higher education reforms. Familiarity with the education landscape in Myanmar and previous experience working with international organizations or UN agencies will be considered advantageous.

Languages:
Excellent knowledge of English, both written and spoken, is mandatory for this position. Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered desirable and may enhance a candidate's profile.

Additional Notes:
The contract duration for this consultancy is eleven months, starting from August 2026 and concluding in June 202
  • The position is classified as a Level 2 - Middle Consultant Contract, and the work location is on-site in Yangon. The consultant will be required to travel for project-related missions and will receive a Daily Subsistence Allowance (DSA) as per UNESCO regulations.
