Job Overview: The Human Resources Manager will play a pivotal role in partnering with the Country Program (CP) Senior Management Team to provide strategic HR direction that supports high-quality programs aimed at serving the poor and vulnerable populations. This position involves analyzing and anticipating the HR needs and challenges within the organization, particularly in recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding, and policy implementation. The HR Manager will be responsible for introducing improvement solutions that enhance the overall effectiveness of HR operations. This role requires a proactive approach to managing talent, fostering team dynamics, and ensuring staff well-being, while also providing coaching and development opportunities tailored to individual needs. The HR Manager will ensure that staff retention strategies are competitive and equitable, creating a work environment that promotes engagement and professional growth. Additionally, the role includes monitoring organizational culture to ensure alignment with CRS guiding principles, and serving as the key contact for all HR-related matters within the CP.
Duties and Responsibilities: The HR Manager will manage HR processes and activities to ensure compliance with agency, donor, and local legal requirements, reflecting best practices in the field. Responsibilities include providing professional HR advice and coaching to managers and staff on daily HR issues, particularly in recruitment and performance management. The HR Manager will oversee talent management, supervise staff, and ensure effective team dynamics. This includes conducting training needs assessments, developing focused training programs, and implementing performance management processes for direct reports. The role also involves monitoring staff retention strategies, ensuring competitive compensation and benefits, and fostering a supportive work environment. The HR Manager will represent the organization in HR management forums, maintain personnel records in compliance with regulations, and provide analytical reports on HR-related data to support decision-making and workforce planning.
Required Qualifications: Candidates must possess a Bachelor’s degree in Human Resources Management or Business Administration, with a Master’s degree preferred. A minimum of two to three years of experience managing an HR function is required, with strong knowledge of HR best practices and standards, preferably within an international or local NGO context. Professional HR certification is also preferred. Candidates should have demonstrated ability to analyze and interpret employment laws and regulations, along with thorough knowledge of local labor laws. Proficiency in MS Windows and MS Office applications, including Excel, Word, and PowerPoint, as well as experience with HRIS and web conferencing applications, is essential.
Educational Background: The educational background required for this position includes a Bachelor’s degree in Human Resources Management or Business Administration as a minimum requirement. A Master’s degree in HR Management, Business Administration, or Organizational Development is preferred, indicating a higher level of expertise and understanding of complex HR issues.
Experience: The position requires a minimum of two to three years of relevant work experience managing an HR function. Candidates should have a strong understanding of HR best practices and standards, with at least three years of experience in a similar role, preferably within an international or local NGO setting. This experience should include a demonstrated ability to manage various HR functions effectively and to navigate the complexities of HR management in diverse environments.
Languages: The mandatory language for this position is English. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the communities served by CRS in Ghana.
Additional Notes: This position may involve travel up to 20%.
