Job Overview: The consultant will play a crucial role in supporting the World Health Organization’s Division of Pacific Technical Support (WHO-DPS) in developing a Pacific Climate and Health Investment Brief. This brief aims to address the significant health risks posed by climate change in Pacific Island Countries (PICs). The consultant will be responsible for translating complex economic and financing information into accessible policy-oriented documents that will guide investment in climate-resilient health systems. The position requires strong analytical skills, an understanding of health financing, and the ability to communicate effectively with various stakeholders, including governments and development partners. The consultant will conduct a rapid desk review of economic data, develop indicative costings for priority investment areas, and create a concise investment brief that presents a compelling rationale for climate-resilient health systems in the Pacific.
Duties and Responsibilities:
Conduct a rapid desk review of economic data related to climate-sensitive health risks and the economic benefits of investing in climate-resilient health systems in the Pacific.
Extract and analyze data on the economic burden of climate-sensitive health outcomes, costs of inaction, and return on investment for adaptation interventions.
Review key Pacific climate and health documents to identify prioritized adaptation options and existing cost estimates for health interventions.
Develop indicative costings for priority investment areas, focusing on scalable and high-impact interventions.
Conduct a financing landscape analysis to identify existing financing flows, gaps, and potential opportunities for co-financing.
Develop a policy-oriented Pacific Climate and Health Investment Brief that communicates economic findings and financing opportunities tailored to various stakeholders.
Prepare supporting technical annexes and costing guidance notes as required.
Submit a workplan, draft investment brief, and final draft incorporating feedback from WHO and Australian CDC.
Required Qualifications: Essential qualifications include a university degree in health economics, public health, environmental economics, development economics, or a related field. Desirable qualifications include an advanced university degree (master’s) with specialization in climate finance, climate policy, health financing, public policy, or sustainable development. Candidates should possess strong analytical, report writing, and communication skills, with the ability to synthesize technical evidence into compelling narratives. Familiarity with climate finance mechanisms and adaptation financing is also desirable.
Educational Background: Candidates must have a university degree in a relevant field such as health economics, public health, or environmental economics. An advanced degree (master’s) is preferred, particularly with a focus on climate finance or health financing.
Experience: A minimum of 5 years of relevant professional experience in health economics, economic analysis, or health financing is essential. Candidates should have demonstrated experience in developing policy briefs, donor briefs, or strategic financing documents. Experience in communicating complex technical findings to non-technical audiences, including policymakers and donors, is also important.
Languages: Fluency in the English language is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

The remuneration for this consultancy is estimated to be between USD 350 to USD 499 per day, depending on qualifications and experience. The consultant will work off-site and will not be responsible for travel costs.
