Job Overview:
The Senior Project Officer will be situated within the Tolerance and Non-Discrimination Department of ODIHR, which is dedicated to addressing issues of intolerance and discrimination, particularly against Muslims. The role involves delivering and managing gender-mainstreamed capacity-building and educational projects aimed at combating intolerance and discrimination. The incumbent will monitor and report on manifestations of intolerance, particularly hate crimes against Muslims, and will coordinate the inclusion of relevant information in ODIHR reports. The position requires analyzing trends related to intolerance and discrimination, advising on gender-sensitive interventions, and supporting the work of the Personal Representative of the OSCE Chair-in-Office on combating intolerance. The Senior Project Officer will also establish and maintain contacts with stakeholders and represent ODIHR at external events, ensuring that the organization's efforts in combating discrimination are effectively communicated and supported.

Duties and Responsibilities:
The Senior Project Officer will perform a variety of functions under the supervision of the Head of the Tolerance and Non-Discrimination Department. Key responsibilities include:
  • Delivering and managing educational and capacity-building projects aimed at combating intolerance and discrimination against Muslims, particularly focusing on anti-Muslim hate crimes.
  • Monitoring and reporting on hate crimes and discrimination against Muslims, analyzing governmental and civil society responses, and identifying good practices.
  • Coordinating the inclusion of relevant data in ODIHR reports, including the annual hate crime report, and disseminating this information through events and publications.
  • Analyzing patterns of intolerance and discrimination, advising on gender-sensitive interventions, and supporting the Personal Representative's work.
  • Establishing and maintaining contacts with stakeholders, coordinating activities related to combating intolerance, and fostering interfaith efforts.
  • Representing ODIHR at external events and meetings related to intolerance and discrimination against Muslims, ensuring that ODIHR's work is effectively communicated.

Required Qualifications:
Candidates must possess a first-level university degree in international relations, political science, social sciences, law, or a related field. A minimum of seven years of progressively responsible professional experience in the human rights field is required, with a focus on combating intolerance and discrimination against Muslims. Candidates should have a strong understanding of issues related to intolerance, experience in developing educational programs, and proven skills in project design and implementation. Familiarity with international human rights standards and the ability to analyze and report on hate crimes are essential. Candidates must demonstrate excellent analytical, writing, and communication skills, as well as the ability to work under pressure and meet deadlines. A demonstrated commitment to gender awareness and sensitivity is also required.

Educational Background:
The position requires a first-level university degree, preferably in international relations, political science, social sciences, law, or other disciplines related to human rights. This educational background is essential for understanding the complexities of human rights issues and the legal frameworks that govern them.

Experience:
Candidates should have a minimum of seven years of relevant professional experience at national and international levels in the human rights field. This experience should include work specifically focused on combating intolerance and discrimination against Muslims, as well as experience in project management and implementation in this area. Candidates with a second-level degree may qualify with five years of experience.

Languages:
Excellent oral and written communication skills in English are essential for this position. Knowledge of another OSCE language is desirable, as it would enhance the candidate's ability to engage with diverse stakeholders and contribute to the organization's multilingual environment.

Additional Notes:
The position is a fixed-term contract at the professional level (P3) with a full-time schedule. The monthly remuneration is approximately EUR 7,100, and OSCE salaries are exempt from taxation in Poland. The organization offers social benefits, including participation in the Cigna medical insurance scheme and contributions to the OSCE Provident Fund. Appointments are typically made at Step 1 of the salary scale, with potential for higher initial appointments based on relevant experience.
