Job Posting Organization:
The position is located within the Common Administrative Platform at United Nations Headquarters, known as the One Executive Office (One EO), under the Division of Administration in the Department of Operational Support (DOS). The One EO was established as part of the UN80 reform initiative, which commenced on January 1, 2026, with the goal of consolidating common administrative functions across various Secretariat entities into unified service platforms. The organization provides a comprehensive range of administrative and operational services necessary for New York-based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. The One EO serves multiple entities, including the Office of Counter-Terrorism, Department of Political and Peacebuilding Affairs, and Department of Peace Operations, ensuring efficient and effective support to these critical areas of the United Nations' work.

Job Overview:
The Finance and Budget Officer will play a crucial role in the financial management and budget preparation processes within the One Executive Office. This position requires a deep understanding of financial principles and practices, as well as the ability to conduct thorough research and analysis. The incumbent will be responsible for reviewing and analyzing data related to cost estimates and budget proposals, providing support to managers in resource requirement elaboration, and ensuring compliance with financial regulations. The role also involves monitoring budget implementation, issuing allotments, and preparing financial reports to donors. The Finance and Budget Officer will be expected to provide expert advice to program managers on financial rules and regulations, conduct data analysis, and produce financial reports that facilitate data-driven decision-making. This position is integral to the overall financial health and operational efficiency of the United Nations' administrative functions.

Duties and Responsibilities:
The Finance and Budget Officer will be responsible for a wide range of duties, including but not limited to:
  • Budget Preparation: Reviewing and analyzing data for cost estimates and budget proposals, providing support for resource requirements, and ensuring compliance with intergovernmental recommendations.
  • Budget Administration/Financial Management: Issuing allotments, monitoring budget implementation, reviewing requisitions for goods and services, administering extra-budgetary resources, and preparing financial reports.
  • Providing substantive support to intergovernmental and legislative bodies, as well as internal and external audits.
  • Conducting year-end activities, coordinating the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in Umoja, and supervising subordinate staff as required.
  • Collecting and analyzing data to identify trends and providing insights through data visualization methods.
  • Performing other related duties as assigned, ensuring that all tasks are completed efficiently and effectively.

Required Qualifications:
Candidates must possess a strong foundation in financial principles and practices, with the ability to conduct independent research and analysis. The role requires a high level of professionalism, including the ability to meet deadlines, manage multiple priorities, and maintain a client-oriented approach. Educational Background:
An advanced university degree (Master's or Doctorate degree, or equivalent) in business administration, finance, or related fields is required. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields of study, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced university degree. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
A minimum of five years of progressively responsible experience in finance, budget, business administration, or a related area is required. Candidates should have experience with Trust Funds administration, preferably in an international organization. Additionally, one year or more of experience in data analytics, including analyzing large sets of financial data and producing reports using data analytics tools in an Enterprise Resource Planning (ERP) System (such as Umoja), is required. Experience in applying financial rules and regulations within the United Nations or a comparable international organization is desirable, as is experience with coordinating and providing guidance on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in Umoja.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but there are no additional desirable languages specified for this job opening. Proficiency in English is essential for effective communication and collaboration within the organization.

This position is financed with extra-budgetary resources and is available through September 30, 2026, with the possibility of extension. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval, or extension of the mandate.
