Job Overview:
The Regional Inclusive Education Specialist will primarily be based in Syria for the first 12 months, focusing on supporting HI's Education in Emergencies (EiE) interventions and strategies. The role involves developing and implementing HI's strategy for EiE and inclusive education in formal education settings in Syria, while also providing support to the broader region as necessary. The specialist will work closely with various stakeholders, including international and local NGOs, to ensure that EiE interventions are inclusive of children with disabilities. The position requires collaboration with the Ministry of Education and establishing memorandums of understanding (MoUs) to facilitate effective partnerships. The specialist will also be responsible for monitoring and adapting strategies based on the evolving context in the region, particularly in Lebanon, where the situation may differ significantly from Syria. The role will involve travel between countries in the region, including Jordan, Lebanon, and Egypt, to support ongoing projects and develop new opportunities for inclusive education.

Duties and Responsibilities:
The Regional Inclusive Education Specialist will have three main responsibilities: 1) Technical Expertise: This includes leading the sector strategy, contributing to regional and global strategic thinking, providing technical input to the operational strategy, and ensuring the implementation of the regional sector strategy across various countries. The specialist will also support HI's technical assistance strategy, develop technical guidance and tools, and ensure quality control and monitoring of projects. 2) Business Development: The specialist will monitor regional dynamics, identify opportunities for collaboration, and develop strategic partnerships with various stakeholders. This includes drafting project proposals, providing technical support to national teams, and representing HI in external coordination and advocacy forums. 3) Knowledge Management/Lessons Learned: The specialist will coordinate a knowledge management system, promote research and innovation, document field experiences, and facilitate learning workshops. They will also contribute to capacity building for staff and ensure the integration of new employees into sector priorities.

Required Qualifications:
Candidates must possess a minimum of 5 years' experience in international development, particularly in emergency and post-crisis environments, and should have experience in technical positions. Familiarity with the Syrian context or the broader Middle East is considered an asset. The candidate should have a Master's degree in Inclusive or Special Needs Services in Education or Education in Emergency. Expertise in primary and secondary education, early childhood education, and international development is essential, along with excellent knowledge of education in emergencies minimum standards and disability frameworks. Strong facilitation skills for workshops and consultations with senior stakeholders are also required.

Educational Background:
A Master's degree in Inclusive or Special Needs Services in Education, Education in Emergency, or a related field is required for this position. Candidates should have a strong educational background that includes expertise in primary and secondary education, early childhood education, and international development, as well as knowledge of curriculum, pedagogy, and the psychology of education.

Experience:
The position requires a minimum of 5 years of experience in international development, specifically in emergency and post-crisis environments. Experience working in Syria or the Middle East is advantageous, as is familiarity with complex environments and collaboration with national education actors at various levels, including in emergency and humanitarian contexts. Previous experience in a regional position is also beneficial.

Languages:
Fluency in written and spoken English is mandatory for this role, while fluency in Arabic is considered an asset. The ability to communicate effectively in both languages is crucial for collaboration with local partners and stakeholders.

Additional Notes:
The position is a 12-month contract starting from August 10, 2026, with the possibility of extension based on funding availability. The international contract includes social coverage tailored to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2,757€ gross per month, depending on experience, with additional per diem and hardship allowances. Paid leave is provided at a rate of 25 days per year, and the position is unaccompanied, meaning travel costs and personal effects transport will be covered. The organization also offers collective housing arrangements.
