Job Overview:
The consultant will be responsible for developing a comprehensive guidebook aimed at implementing the Personal Data Protection Law in Jordan. This role is crucial as it addresses the growing need for privacy and data protection in the digital age, particularly in the Arab region where digital transformation is rapidly evolving. The consultant will conduct thorough research, engage with stakeholders, and draft a guidebook that simplifies the legal framework into actionable procedures for both public and private sectors. The guidebook will serve as a vital resource to ensure compliance with the law and foster trust in digital services.

Duties and Responsibilities:
The consultant's duties include:
  • Reviewing national documents related to digital transformation and personal data protection in Jordan.
  • Analyzing regional and international best practices in personal data protection.
  • Identifying and engaging key stakeholders through interviews and meetings.
  • Participating in sectoral workshops to gather insights on needs and priorities.
  • Drafting a clear and practical guidebook based on the findings from the research and stakeholder consultations.
  • Providing examples and case studies to enhance understanding of the guidebook's content.
  • Contributing to national workshops and capturing feedback for revisions.
  • Ensuring gender-sensitive language and considerations are integrated throughout the research and writing process.

Required Qualifications:
Candidates must possess an advanced university degree in law, particularly in IT, Privacy, or Digital Law. A Ph.D. is preferred, along with certifications in Information Privacy such as CIPP, CIPM, or CIPT. All applicants are required to submit proof of their educational qualifications, as incomplete applications will not be considered. The role demands a strong understanding of data privacy laws and practices, as well as the ability to translate complex legal concepts into accessible language for a diverse audience.

Educational Background:
The position requires an advanced degree in law, with a specialization in areas relevant to information technology, privacy, or digital law. A Ph.D. is considered an asset, indicating a higher level of expertise in the field. Additionally, certifications in information privacy are highly desirable, showcasing the candidate's commitment to professional development and understanding of privacy frameworks.

Experience:
A minimum of 5 years of experience in data privacy is required for this position. This experience should encompass a solid understanding of legal frameworks, practical applications of data protection laws, and the ability to engage with various stakeholders in both public and private sectors. The consultant should have a proven track record of developing policy documents or guidebooks related to data privacy or similar fields.

Languages:
Fluency in both written and spoken English and Arabic is mandatory for this role, as these are the working languages of ESCWA. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat. Fluency is defined as being able to speak, read, write, and understand the language at a high level, while knowledge indicates a confident ability in at least two of these areas.
