Job Overview: The consultancy aims to assist the Ministry of Digital Transition and Administration Reform of Morocco in transitioning from traditional personnel administration methods to a more strategic, competency-based management system. This system is designed to enhance institutional performance, sustain critical competencies, and support anticipatory workforce planning. The consultant will play a crucial role in modernizing job and competency reference frameworks, improving recruitment, training, mobility, and evaluation processes, and addressing competency gaps. The consultancy will also focus on enhancing institutional readiness for digital transformation and administrative reform, aligning human resources management with evolving institutional functions and future workforce requirements.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks under the supervision of ESCWA’s Governance and Conflict Prevention Cluster. Key responsibilities include identifying current, critical, and future competencies, supporting the development of practical tools for competency-based workforce planning, and preparing implementation guides. The consultant will also develop monitoring and evaluation mechanisms, organize technical workshops, and prepare technical reports and analytical notes. The outputs expected from the consultant include diagnostic assessments, updated job and competency frameworks, practical methodologies for strategic competency management, and final technical reports summarizing methodologies and recommendations.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in fields such as Public Administration, Human Resources Management, Organizational Development, Public Policy, Management, or Governance. A minimum of 5 years of professional experience in public sector human resources management, competency-based management systems, or institutional reform is required. Candidates should demonstrate experience in developing competency frameworks and strategic workforce planning methodologies, as well as strong knowledge of public administration reform and competency-based human resources management approaches. Experience working with government institutions or international organizations is highly desirable, along with strong analytical, drafting, facilitation, and organizational skills.
Educational Background: A Master’s degree or equivalent in relevant fields is mandatory for this position.
