Job Overview: The National Consultant for Women's Access to Justice will provide technical, programmatic, and coordination support to the Women’s Access to Justice portfolio under the Ending Violence Against Women (EVAW) Programme. This role is crucial for ensuring high-quality implementation, monitoring, partnerships, and knowledge generation. The consultant will work closely with various stakeholders, including government officials, civil society organizations, and UN Women teams, to enhance the overall impact of the program. The consultant's responsibilities will include supporting the review and implementation of laws and policies that promote women's rights and gender equality, providing technical support to justice sector partners, and strengthening coordination mechanisms to improve access to justice for women and girls. The consultant will also be involved in initiatives aimed at enhancing women's leadership and participation in decision-making processes.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Supporting the review, adoption, and implementation of laws and policies that promote women's rights and gender equality, ensuring alignment with international and regional human rights standards.
Providing technical support to justice sector partners for the rollout of gender-responsive justice tools, such as the Zanzibar Gender Bench Book and Judicial Sentencing Guidelines.
Strengthening the accessibility and availability of survivor-centered services for women affected by violence, including improving coordination of referral systems and multi-sectoral service delivery.
Enhancing the functionality and effectiveness of the Women Justice Forum and other coordination mechanisms to improve access to justice for women and girls.
Supporting the implementation of programs aimed at strengthening women's leadership and participation in decision-making at all levels, particularly in the justice sector.
Required Qualifications: The position requires a Master's degree or equivalent in Law, Human Rights, Political or Social Science, International Development Studies, Gender/Women’s Studies, or a related field. Additionally, candidates must possess at least 7 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in governance and gender equality, women's empowerment, or women's human rights issues, particularly in legislation and access to justice, is essential. Candidates should also have experience in establishing strategic partnerships among international organizations, national governments, academia, and civil society organizations in the field of gender and human rights.
Educational Background: Candidates must hold a Master's degree or equivalent in a relevant field such as Law, Human Rights, Political or Social Science, International Development Studies, or Gender/Women’s Studies. This educational background is crucial for understanding the complexities of gender issues and legal frameworks related to women's rights and access to justice.
Experience: The position requires a minimum of 7 years of progressively responsible work experience in areas such as development program/project implementation, coordination, monitoring and evaluation, and donor reporting. Candidates should have a strong background in governance and gender equality, with a focus on women's empowerment and human rights issues, particularly related to legislation and access to justice. Experience working with justice actors and advocates, as well as familiarity with the UN system, is considered an asset.
Languages: Fluency in English and Swahili is required for this position. Proficiency in these languages is essential for effective communication and collaboration with various stakeholders, including government officials, civil society organizations, and UN Women teams.
Additional Notes: This consultancy is a full-time, home-based position with occasional office attendance in Unguja Office. The duration of the assignment is six months, and payment will be based on the submission and approval of deliverables by the UN Women EVAW Programme Specialist. The consultant may also be required to undertake official business missions in Pemba as necessary. Performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. Payments will be disbursed on a deliverable-based arrangement aligned with the expected deliverables outlined in the terms of reference.
