Job Overview:
The Cyber Security Officer position is situated within the Co-ordination Cell of the OSCE Secretariat’s Transnational Threats Department (TNTD). The role focuses on providing policy advice and technical expertise on cyber/ICT security issues, particularly in relation to inter-state relations. The Cyber Security Officer will act as the focal point for cyber security matters, liaising with various stakeholders including OSCE participating States, the Secretary General, and other executive structures. The position requires the development and implementation of Confidence-Building Measures (CBMs) to mitigate risks associated with Information and Communication Technologies. The officer will also manage extra-budgetary projects related to cyber security and represent the OSCE at high-level meetings and conferences.

Duties and Responsibilities:
The successful candidate will be responsible for developing and providing policy and technical advice on cyber/ICT security issues, ensuring coherence in OSCE-wide policies and activities. This includes supporting the Informal Working Group established by PC Decision No 1039, monitoring developments in cyber security, and providing technical advice to the Chairmanship and OSCE Delegations. The officer will represent the OSCE at various meetings, provide guidance for capacity-building activities, and perform other related duties as required. The role demands a proactive approach to fostering collaboration with international organizations, the private sector, and academia to enhance cyber security initiatives.

Required Qualifications:
Candidates must possess a first-level university degree in political sciences, international relations, or a related field. An advanced degree in a relevant specialization is considered an asset, as is recognized project management certification. A minimum of seven years of progressively responsible professional experience in a national or international organization addressing cyber diplomacy is required, with at least two years of international experience. Candidates should have demonstrated experience in programmatic work in cybersecurity, including organizing capacity-building activities, and managing donor-funded projects. Excellent knowledge of inter-state relations and political sensitivity regarding cyber security issues is essential, along with professional fluency in English and communication skills.

Educational Background:
The position requires a first-level university degree, which is equivalent to a Bachelor's degree, in political sciences, international relations, international security, or a related field. An advanced degree in a relevant specialization would be advantageous, as would recognized project management certification. Candidates should have a solid educational foundation that supports their understanding of the complexities of cyber security in an international context.

Experience:
Candidates should have a minimum of seven years of progressively responsible professional experience, with at least five years if they hold a relevant second-level degree. At least two years of this experience must be at the international level, with a focus on cybersecurity programmatic work. Candidates should also have experience in planning, implementing, and managing donor-funded projects, as well as networking and managing a wide range of contacts in the field of cyber security.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and facilitate communication across different cultural contexts.

Additional Notes:
The position is a fixed-term contract at the P3 level, with a monthly remuneration of approximately EUR 7,800, subject to post adjustment and family status. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
