Job Overview:
The UN Volunteer will work under the direct supervision of the International Operations Manager, focusing on the management of office procurement and strengthening the Supply Chain Management Unit (SCMU). The role involves strategic planning, local procurement initiatives, logistics management, and capacity building. The volunteer will be responsible for preparing a consolidated Procurement Plan, overseeing procurement processes, and ensuring compliance with UNFPA policies. Additionally, the volunteer will manage logistics reporting lines, coordinate Supply Chain Committee meetings, and provide technical advice on procurement and inventory management. The position requires a proactive approach to process improvement and capacity development, including the creation of training materials and conducting training sessions for staff and implementing partners.

Duties and Responsibilities:
  • Management of Office Procurement and SCMU Strengthening: Prepare a consolidated Procurement Plan based on Annual Work Plans, oversee procurement processes, strengthen the SCMU, lead local procurement initiatives, liaise with senior management and programme specialists, monitor procurement effectiveness, and represent UNFPA in procurement working groups.
  • Logistics Management and Committee Coordination: Manage logistics reporting lines, coordinate Supply Chain Committee meetings, evaluate logistics requirements, work with implementing partners on reproductive health commodities, analyze logistics data, and participate in inspections of health products.
  • Knowledge Building and Sharing: Provide technical advice on procurement, propose updates to internal SOPs, develop training materials, conduct training sessions, and prepare comprehensive reports on procurement and logistics activities.
  • Strengthen knowledge of volunteerism, participate in UNV activities, contribute articles for publications, assist with the UNV Buddy Programme, and promote online volunteering.

Required Qualifications:
The ideal candidate should possess strong analytical and organizational skills, with a proven ability to manage multiple tasks effectively. They should demonstrate a commitment to UNFPA's mission and values, including accountability, integrity, and respect for diversity. The candidate should have experience in procurement and supply chain management, with a solid understanding of logistics processes. Strong communication skills, both written and verbal, are essential, along with the ability to work collaboratively in a team environment. Proficiency in using logistics management information systems and data analysis tools is also required.

Educational Background:
A bachelor's degree in business administration, supply chain management, logistics, or a related field is required. A master's degree in a relevant discipline is preferred. Additional certifications in procurement or supply chain management would be advantageous.

Experience:
Candidates should have at least 2-3 years of relevant experience in procurement, supply chain management, or logistics. Experience working in a humanitarian or development context, particularly in a UN or international organization, is highly desirable. Familiarity with UN procurement policies and procedures is a plus.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Myanmar would be an asset, as it would facilitate communication with local stakeholders and partners.

Additional Notes:
This position is a non-family duty station role, and the living conditions in Yangon are relatively good, with access to modern amenities. However, the housing market can be expensive for expatriates. The role is full-time, and the UN Volunteer will be expected to engage actively in volunteerism and contribute to the UNV community.
