Job Overview:
The consultant will be responsible for developing a comprehensive toolkit for Programme Activity Planning, Budgeting, and Implementation Management (PAPBIM) to enhance sanitation programming at the district level in Ghana. This role involves working with various stakeholders to create standard operational tools that facilitate effective planning, budgeting, and implementation of sanitation interventions. The consultant will also engage in the development of monitoring tools for Climate Resilient Safely Managed Sanitation, ensuring that the tools are user-friendly and adaptable for various district contexts. The overall goal is to improve sanitation service delivery and achieve open defecation-free status across districts in Ghana.

Duties and Responsibilities:
  • Develop a Standard Activity Planning and Budgeting (SAPB) tool for Metropolitan, Municipal, and District Assemblies (MMDAs) to streamline sanitation interventions.
  • Compile and categorize all activities implemented by districts, ensuring stakeholder consultations to capture relevant activities.
  • Create a micro-planning tool for area-wide programming to support MMDAs in executing sanitation interventions effectively.
  • Review and update the Results Based Financing (RBF) framework for sanitation service delivery, aligning it with the SAPB and micro-planning tools.
  • Collaborate with ICT Systems Analysts to integrate the SAPB and micro-planning tools into a comprehensive PAPBIM toolkit within the sanitation information system.
  • Conduct training sessions for MMDA staff and stakeholders on the use of the developed tools.
  • Engage with stakeholders to validate the tools and gather feedback for continuous improvement.

Required Qualifications:
  • Advanced Degree in Civil Engineering, Public Health Engineering, or a related field.
  • At least 8 years of relevant work experience in Water Sanitation & Hygiene (WASH).
  • Proven experience in providing technical support to government entities at the decentralized level on sanitation issues.
  • Familiarity with stakeholder engagement processes and frameworks for application development.
  • Knowledge of sanitation programming at the MMDA level is desirable.

Educational Background:
Candidates must possess an advanced degree in Civil Engineering, Public Health Engineering, or a related field. This educational background is essential to ensure that the consultant has the necessary technical knowledge and skills to develop effective sanitation programming tools and frameworks.

Experience:
The position requires a minimum of 8 years of relevant work experience in the Water Sanitation & Hygiene (WASH) sector. Candidates should have a strong background in working with government agencies, particularly at the decentralized level, and experience in stakeholder engagement and technical support for sanitation initiatives.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within UNICEF and for the documentation of the project. Knowledge of additional languages relevant to the local context may be considered an asset but is not required.

Additional Notes:
The position is a consultancy role, and applicants are required to submit a detailed methodology and work plan along with a financial proposal that outlines expected man-days, daily professional fees, and other costs. The consultant will work closely with various stakeholders and may need to travel within Ghana for consultations and training sessions.
