Job Overview: The Consultant on Teacher Policy in Latin America and the Caribbean will play a crucial role in supporting the implementation of UNESCO's Regional Teacher Strategy for Latin America and the Caribbean for the period 2025-203
This position is integral to advancing comprehensive and evidence-based teacher policies across the region, which are essential for achieving the objectives of SDG
The consultant will be responsible for analyzing global and regional trends related to the teaching profession, including teacher education, shortages, retention, and professional development. The role involves collaborating with various stakeholders, including policymakers, teacher education institutions, and civil society organizations, to foster policy dialogue and regional cooperation. The consultant will also engage in capacity development initiatives, technical assistance activities, and the organization of workshops and meetings to facilitate knowledge sharing and best practices among Member States and education stakeholders. The position requires a strong commitment to ensuring that the objectives of the work assignment are met, with a focus on delivering high-quality outputs that align with UNESCO's mission and values.
Duties and Responsibilities: The consultant will be tasked with a variety of responsibilities, including but not limited to:
Supporting the implementation and follow-up of UNESCO’s Regional Teacher Strategy for Latin America and the Caribbean 2025–203
Analyzing global and regional trends related to the teaching profession, including teacher education, shortages, retention, professional development, and teacher wellbeing.
Contributing to the analysis of policies, strategies, and initiatives related to teachers and teacher education at both regional and national levels through document reviews and qualitative and quantitative data collection.
Supporting the development and implementation of initiatives related to teaching and learning processes, particularly in literacy and mathematics education.
Collaborating with policymakers, teacher education institutions, and civil society organizations to facilitate policy dialogue and knowledge-sharing initiatives.
Organizing and facilitating meetings, workshops, webinars, and consultations with stakeholders.
Preparing analytical reports, policy briefs, technical documents, and communication materials in both Spanish and English.
Providing technical and administrative support for the development and dissemination of UNESCO’s knowledge products.
Liaising with external partners involved in UNESCO projects related to teacher policies and education. 1
Carrying out other related tasks as requested by the supervisor.
Required Qualifications: The position requires a Master’s degree in Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, Public Policy, or a related discipline. Candidates must have more than 7 years of extensive experience in research at a comparative and international level, with proven experience in project coordination and management. Additionally, candidates should have substantive work experience in teacher policies and frameworks, teacher training, and teacher working conditions in Latin American and Caribbean countries. Experience in international resource mobilization and stakeholder engagement is also essential.
Educational Background: Candidates must hold a Master’s degree in a relevant field such as Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, Public Policy, or a related discipline. A PhD or equivalent postgraduate studies in these areas is desirable and would enhance a candidate's profile.
Experience: Candidates should possess over 7 years of extensive experience in research, particularly in qualitative and quantitative methodologies at a comparative and international level. Proven experience in project coordination and management, including the design, planning, execution, and evaluation of educational projects, is essential. Experience in teacher policies, frameworks, and practices within the Latin American and Caribbean context is also required.
Languages: Excellent proficiency in both Spanish and English, both written and oral, is mandatory for this position. Knowledge of Portuguese or French is considered a desirable qualification.
