Job Overview: The consultant will provide technical, methodological, and operational support for the implementation of the GENSTAT program, which aims to strengthen the national statistical framework to promote evidence-based governance sensitive to gender issues. This role involves ensuring continuity with previous gender-sensitive statistics initiatives, supporting the operational phases of the program, coordinating with national partners and stakeholders, and enhancing the tools and processes necessary for effective program implementation. The consultant will report to the UN Women Representative in Morocco and will work closely with program specialists and human resources contacts for contract and payment inquiries.
Duties and Responsibilities:
Support the operational startup of the GENSTAT program by reviewing program documents, logical frameworks, budgets, and ongoing gender-sensitive statistics initiatives. Propose an operational roadmap for the first six months and an updated work plan for 2026-202
Establish key management and monitoring tools for the program, including activity tracking matrices, operational calendars, deliverable dashboards, and risk registers. Identify potential challenges that may affect program implementation and suggest appropriate mitigation measures.
Ensure technical continuity of gender-sensitive statistics initiatives by aligning initial program activities with previous Women Count phases, EU support, and HCP institutional priorities. Provide methodological support for the National Time Use Survey, including preparatory work, qualitative components, and result dissemination activities. Contribute to the development and technical review of conceptual notes, terms of reference, monitoring tools, and other necessary documents for activity implementation.
Support technical coordination and monitoring of the initial implementation phases by preparing technical elements for coordination meetings with HCP, the EU, and relevant partners. Assist in tracking decisions, recommendations, and action points from technical meetings or program coordination mechanisms. Support the project assistant in monitoring activities and coordination mechanisms. Contribute to the preparation of technical elements necessary for reporting on initial program activities.
Assist in capitalizing, transferring knowledge, and enhancing the program's visibility by documenting and capitalizing on tools, approaches, processes, and best practices developed under the Women Count programs and the GENSTAT program startup. Contribute to the technical preparation of coordination, dissemination, visibility, training, or technical exchange activities related to the program. Participate in technical meetings with partners involved in program implementation.
Required Qualifications: Education and Certification: A Master's degree in finance, business administration, economics, public administration, or a related field is required. A bachelor's degree combined with two additional years of relevant professional experience may be accepted in lieu of a higher degree.
Experience: A minimum of five years of progressively responsible professional experience at the national or international level in managing complex, multi-component programs with national partners and technical and financial partners is required. Experience in coordinating, monitoring, reporting, and evaluating development programs and projects is required. Experience in implementing gender statistics-related interventions is required. Knowledge of results-based management frameworks, gender-sensitive statistics, and SDG monitoring would be an asset. Familiarity with the Moroccan national statistical system and experience working with or collaborating with the High Commission for Planning (HCP) would be an asset. Previous experience within the UN system or EU-funded programs would be an asset.

Additional Notes: This consultancy is office-based, with a maximum of 10 official travel trips required as part of the consultancy. Monthly reports on the project's implementation status, including any relevant information, tools, and documentation, are expected at the end of each month.
