Job Overview: The Human Resources Officer will play a crucial role in providing administrative support across staff administration and HR operations, ensuring accuracy, compliance, and timely service delivery. This position encompasses various sub-functional specialties, including onboarding and orientation, administration of entitlements and benefits, human resources planning and monitoring, and staff separation support. The officer will report directly to the Chief of Unit/desk and will be responsible for overseeing a team of HR Partners and Human Resources Assistants to ensure high-quality, consistent HR services. The role requires staying abreast of developments and best practices in human resources management, providing authoritative advice to managers and staff on HR policies, and ensuring compliance with established regulations. The Human Resources Officer will also be involved in the development and maintenance of HR dashboards, preparing special reports, and contributing to the overall effectiveness of HR operations within the organization.
Duties and Responsibilities: The Human Resources Officer will have a comprehensive set of responsibilities, including:
Oversight and HR Service Delivery: Supervising and guiding a team of HR Partners and Human Resources Assistants, overseeing HR administrative transactions, providing authoritative advice on HR policies, and remaining informed about best practices in HR management.
Onboarding, Administration, and Entitlements of Benefits: Reviewing recruitment requests, coordinating onboarding processes, determining staff entitlements, approving job offers, administering salary-related matters, and compiling HR data for workforce planning.
Other Responsibilities: Assessing training needs, leading HR special projects, supporting audits, maintaining HR statistics, drafting policy papers, and reviewing existing policies for updates. The officer will also be expected to perform other duties as required, ensuring that all HR processes are efficient and compliant with organizational standards.
Required Qualifications: Candidates must possess a strong understanding of human resources management principles, particularly within the context of the United Nations. This includes knowledge of UN Staff Regulations and Rules, HR policies, and procedures. The ability to analyze and interpret HR data for decision-making is essential. Candidates should demonstrate client orientation, technological awareness, and performance management skills, ensuring that HR services meet the needs of clients effectively. The role requires a proactive approach to problem-solving and the ability to maintain productive partnerships with clients.
Educational Background: An advanced university degree (Master's degree or equivalent) in public or business administration, human resources management, or a related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced degree. Additionally, a certificate in data management and data analytics is desirable, indicating a preference for candidates with specialized training in these areas.
Experience: A minimum of five (5) years of progressively responsible experience in human resources management and administration is required. Candidates should have experience in administering a broad range of entitlements and benefits using ERP systems such as Umoja (SAP) or similar. Supervisory experience of a medium-sized team is also required, along with experience in data analysis, modeling, reporting, and interpretation to support decision-making. Experience within the United Nations System or similar international organizations is considered an asset.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and while it is not mandatory for this position, proficiency in French may be considered an advantage for candidates.
