Job Overview:
The Human Rights Officer position is critical within the OHCHR, specifically in the Thematic and Special Procedures Division, Rule of Law and Democracy Section. The incumbent will engage in extensive legal research and analysis on transitional justice and accountability issues, providing essential support to the High Commissioner’s advocacy efforts. This role involves advising field presences on legislation and policies related to transitional justice, enhancing technical assistance to states, and monitoring the implementation of international human rights instruments. The officer will also prepare reports for the General Assembly and Human Rights Council, ensuring that human rights considerations are integrated into UN and non-governmental programs. The position requires a proactive approach to identifying trends in human rights issues and making informed recommendations for action. The Human Rights Officer will also be responsible for training and supervising junior staff, thereby contributing to capacity building within the organization.

Duties and Responsibilities:
The Human Rights Officer will undertake a variety of responsibilities, including but not limited to: conducting legal research and analysis on transitional justice and accountability; advising field presences on draft legislation and policies; providing technical assistance to states; reviewing and evaluating activities related to international human rights instruments; preparing human rights reports for UN bodies; collaborating with UN and non-governmental organizations to integrate human rights into programs; ensuring the availability of up-to-date information on human rights issues; liaising with other UN sectors and international organizations; training and supervising new staff; collecting and analyzing data to identify trends; and performing other related duties as required. The role demands a comprehensive understanding of human rights issues and the ability to address complex problems in various socio-political contexts.

Required Qualifications:
Candidates must possess a strong foundation in human rights, political affairs, or international relations, with a minimum of seven years of progressively responsible experience in these fields. Experience in international human rights law and the development of policies related to transitional justice is essential. Candidates should demonstrate proficiency in legal drafting and possess the ability to conduct in-depth studies on human rights issues. The role requires strong analytical skills, the ability to integrate information from diverse sources, and a commitment to gender equality in all aspects of work. Candidates should also exhibit professionalism, effective communication skills, and the ability to work collaboratively in a team environment.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Completion of degree or non-degree programs in data analytics, business analytics, or data science is considered an advantage, reflecting the increasing importance of data-driven decision-making in human rights work.

Experience:
The position requires a minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area. Candidates must have substantial experience in international human rights law and in developing policies, tools, and guidelines related to human rights and transitional justice. Experience in legal drafting is desirable, indicating a need for strong writing and analytical skills in the role.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. French is considered a desirable language, also requiring a proficiency level of UN Level III. Proficiency in additional languages may enhance a candidate's application, reflecting the diverse linguistic needs of the UN's global operations.
