Job Overview: The Emergency Response and Recovery Advisor will play a crucial role in providing technical advice and support for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation in the area of Emergency Response and Recovery. This position is aligned with Catholic Relief Services' program quality principles and standards, donor guidelines, and industry best practices. The advisor will work closely with Country Program teams to enhance the quality of programming aimed at assisting the poor and vulnerable. The role requires a strategic approach to ensure that CRS's Emergency Response and Recovery programming is effective, adaptive, and innovative, contributing to the overall mission of the organization.
Duties and Responsibilities: The advisor will support the development and implementation of agency-wide strategies, standards, tools, and best practices in Emergency Response and Recovery. This includes ensuring a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction. The advisor will provide technical solutions to Country Program teams, both remotely and on-site, for strategic planning and the application of standards and best practices. Additionally, the advisor will contribute to the technical design of proposals, support project concept preparation, and advise teams on integrating donor strategies into CRS's approach. The role also involves capacity strengthening initiatives for staff and partners, including developing training strategies, conducting workshops, and coaching. The advisor will collect and analyze program data, share lessons learned, and maintain relationships with donors and peer organizations to promote best practices in Emergency Response and Recovery.
Required Qualifications: Candidates must possess a strong proficiency in MS Office applications, web conferencing tools, and information management systems. A solid understanding of technical principles in Emergency Response and Recovery is essential, along with experience in project design and proposal development. Knowledge of capacity-strengthening best practices and experience in program monitoring and evaluation are also required. Strong relationship management skills, strategic thinking, and problem-solving abilities are crucial for success in this role. Additionally, candidates should have excellent technical writing, presentation, and facilitation skills, and be proactive and results-oriented.
Educational Background: A Bachelor’s Degree in International Development, Disaster Management, or a related field is required. A Master's Degree in a relevant field is preferred and may provide an advantage in the selection process.
Experience: Candidates should have a minimum of five to eight years of relevant work experience, ideally with an international NGO. This experience should include at least two years of field-based work in Emergency Response and Recovery management, demonstrating progressive responsibilities in similar roles.
Languages: Proficiency in English and French is mandatory, both verbal and written. Proficiency in additional languages is considered a plus, enhancing the candidate's ability to communicate effectively in diverse environments.

Candidates must be willing to travel up to 50% of the time, with deployments typically lasting from one to three months. The role may involve temporary supervisory responsibilities during field deployments.
