Job Overview:
The Statewide Partnership Development Manager (SPDC) plays a pivotal role in the coordination and enhancement of family support services across 11 Regional Network Hubs (RNH). This position is crucial for building and maintaining partnerships with various stakeholders, including local and county governments, school districts, community-based organizations, and healthcare providers. The SPDC is tasked with aligning service providers to create a cohesive support system for immigrant families, ensuring they have access to culturally responsive services. The role involves leading the development of referral pathways, facilitating collaboration among different hubs, and promoting best practices that align with the priorities of the California Department of Social Services (CDSS). The SPDC will also engage in community outreach to raise awareness of available services and support the development of training programs for Family Support Specialists and partners.

Duties and Responsibilities:
The duties and responsibilities of the Statewide Partnership Development Manager include:
  • Building and maintaining strong, trust-based partnerships with local and county government agencies, school districts, community health workers, and community-based organizations.
  • Serving as the primary liaison between the organization, Regional Network Hubs, and external stakeholders.
  • Strengthening and expanding coalitions and cross-sector collaboration networks to support immigrant families.
  • Supporting the development and implementation of standardized referral systems and identifying gaps in service delivery.
  • Promoting warm handoffs and coordinated care models across service providers.
  • Facilitating communication and coordination across the 11 Regional Network Hubs and supporting regional and statewide convenings.
  • Analyzing partnership networks to identify service gaps and opportunities for improved coordination.
  • Providing training and guidance to Family Support Specialists and partners on effective partnership development strategies and referral systems.
  • Elevating community voice and feedback through engagement with community health workers and partners.

Required Qualifications:
The required qualifications for the Statewide Partnership Development Manager position include:
  • A Bachelor’s degree in Public Administration, Social Work, International Development, Community Development, or a related field is required.
  • A Master’s degree in a relevant field such as Public Policy or Nonprofit Leadership is preferred.
  • An equivalent combination of education and experience may be considered.
  • A minimum of 5–7 years of experience in partnership development, coalition building, or community engagement within nonprofit, public sector, or social services environments is essential.
  • Demonstrated experience working with cross-sector partnerships, including government, healthcare, education, and community-based organizations is required.
  • Experience working with immigrant, refugee, or vulnerable populations is strongly preferred.
  • Proven experience supporting multi-partner or multi-site initiatives, ideally at a regional or statewide level.
  • Experience developing or managing referral networks and coordinated service systems is necessary.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Public Administration, Social Work, International Development, or Community Development. A Master’s degree in a related field is preferred, indicating a higher level of expertise and understanding of the complexities involved in public policy and nonprofit leadership. Candidates with an equivalent combination of education and experience may also be considered, allowing for flexibility in meeting the educational requirements.

Experience:
Candidates for the Statewide Partnership Development Manager position should possess a minimum of 5–7 years of relevant experience. This experience should be in partnership development, coalition building, or community engagement, particularly within nonprofit, public sector, or social services environments. The ideal candidate will have a proven track record of working with cross-sector partnerships, including collaboration with government agencies, healthcare providers, educational institutions, and community organizations. The compensation for this position ranges from $91,455.87 to $102,745.00, based on various factors such as the labor market, job type, and individual candidate experience.
