Job Overview:
The Emergency Response and Recovery Advisor will provide essential technical advice, guidance, and support for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, particularly for larger projects focused on Emergency Response and Recovery. This role is crucial in ensuring that CRS adheres to program quality principles, donor guidelines, and industry best practices. The advisor will be responsible for rapid deployment of program quality management and leadership during humanitarian responses, guiding Country Programs (CPs) and partners on funding opportunities, and supporting proposal development. The advisor will also engage with regional teams to integrate humanitarian perspectives into broader program quality initiatives, ensuring that CRS delivers high-quality programming to vulnerable populations.

Duties and Responsibilities:
The advisor will contribute to the development and implementation of agency-wide strategies and standards in Emergency Response and Recovery, ensuring effective engagement with partners, donors, and governments. Responsibilities include providing technical solutions for strategic planning, acting in emergency leadership roles, supporting the management of emergency field offices, and contributing to capacity strengthening initiatives for staff and partners. The advisor will also engage in knowledge management by collecting and analyzing program data, evaluating projects, and sharing lessons learned. Establishing relationships with donors and participating in relevant forums are also key responsibilities, along with promoting the health and wellbeing of emergency staff.

Required Qualifications:
Candidates must demonstrate a strong application of technical principles in Emergency Response and Recovery, with general knowledge of related disciplines for a cross-sectoral approach. Experience in business development, project design, and proposal development in emergency response is essential, along with skills in mentoring, coaching, and training. Familiarity with program monitoring and evaluation, as well as networking with donors and peer organizations, is required. Strong written and oral communication skills are necessary for this role.

Educational Background:
A Bachelor’s Degree in International Development, Disaster Response, or a related field is required. A Master’s Degree in a relevant field is preferred and may provide an advantage in the selection process.

Experience:
Candidates should have a minimum of eight years of relevant international experience in advisory or management roles, ideally within an international NGO. At least three years of experience in Emergency Response and Recovery program management is required, along with a proven track record of providing technical assistance and developing successful proposals for external donor funding.

Languages:
Proficiency in English (verbal and written) is mandatory, along with at least one additional language such as French, Spanish, or Arabic. Proficiency in additional languages is considered a plus.

  • Candidates must be willing to travel up to 50% of the time, with deployments typically lasting between 3 to 8 weeks. Temporary supervisory responsibilities may be assigned during field deployments.
