Job Overview: The National ProgrammeCoordinator (NPC) will play a crucial role in the implementation of the Mwakuri Aika a Raraoi Ibukimi (Decent Work for All) Activity 2 (MARI 2), which is part of the broader Decent Employment for Everyone’s Development (MANIM) Project funded by the Millennium Challenge Corporation (MCC). The primary objective of the MANIM Project is to facilitate decent and inclusive employment for the people of Kiribati, particularly focusing on enhancing protection and resilience for migrant workers and their families. The NPC will be responsible for coordinating the day-to-day activities of the program, ensuring that outputs are achieved at both national and sub-national levels. This includes working closely with the Ministry of Employment and Human Resources (MEHR) and other stakeholders to provide technical support, organize training workshops, and ensure effective communication and visibility of the program. The NPC will also monitor program progress, manage resources, and ensure adherence to ILO regulations, thereby contributing to the overall success of the project.
Duties and Responsibilities: The NPC will undertake a variety of duties and responsibilities, including:
Monitoring the progress of program activities by reviewing and analyzing workplans and reports, identifying challenges, and recommending solutions to ensure timely and quality results.
Preparing budget estimates and expenditure forecasts to ensure resources are available for planned activities.
Acting as the primary contact for partners regarding administrative procedures and requirements.
Supervising the work of the program’s Administrative and Financial Assistant and national consultants.
Establishing and maintaining relationships with national and local stakeholders, including authorities, organizations, and the media.
Drafting and translating communication materials and ensuring program visibility. 1
Providing inputs for policy briefs and research materials, and identifying good practices and lessons learned for sharing with other countries. 1
Performing other duties as assigned by supervisors.
Required Qualifications: Candidates must possess a University Degree in law, political science, economics, management, or a relevant field, or equivalent experience. Additionally, candidates should have at least three years of professional experience in project or program management at the national level, with a preference for experience in labor migration, economic development, trafficking, or gender equality. Strong analytical skills and the ability to interpret program information to identify challenges and propose solutions are essential. Candidates should also demonstrate the ability to cultivate partnerships and coordinate stakeholders effectively, as well as possess excellent communication skills, both verbal and written.
Educational Background: A University Degree in a relevant field such as law, political science, economics, or management is required. Equivalent experience may also be considered. This educational background provides the necessary foundation for understanding the complexities of labor issues and program management.
Experience: At least three years of professional experience in project or program management and implementation at the national level is required. Experience in labor migration or related fields such as economic development, trafficking, or gender equality is preferred. This level of experience ensures that the candidate is well-equipped to handle the responsibilities of the NPC role effectively.
Languages: Candidates must have an excellent command of English and a national language. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and communities.
Additional Notes: The position is a full-time role with a contract duration of 12 months, with the possibility of extension based on performance and funding availability.
