Job Overview:
The Consultant for Gender-Responsive Disaster Risk Reduction Framework will be responsible for conducting a comprehensive gender analysis of climate and disaster risks in Kigoma, Tanzania. The primary objective of this assignment is to develop a gender-responsive regional Disaster Risk Reduction (DRR) framework that enhances protection and mitigates gender-based violence (GBV) risks while promoting women's economic participation. The framework will integrate Women, Peace, and Security (WPS) priorities into regional DRR systems. The consultant will work closely with UN Women and relevant government counterparts to ensure that national policy commitments are effectively translated into practical tools and localized actions. This role requires a deep understanding of gender dynamics, climate resilience, and disaster risk management, as well as the ability to engage with various stakeholders to validate findings and ensure contextual relevance. The consultant will also be tasked with developing a practical guidance tool for the design, implementation, and scaling of ongoing and future programs, policies, and investments at both regional and community levels.

Duties and Responsibilities:
The specific tasks for this position include: 1) Preparing and presenting an inception report that summarizes existing information, demonstrates understanding of the assignment, defines the scope of work, and outlines the data collection methodology and tools. 2) Conducting a comprehensive gender analysis of climate, disaster, and peace and security risks in Kigoma, examining differential vulnerabilities, capacities, and roles of women, men, and youth; assessing risks related to protection and GBV; and analyzing linkages between disaster risks, peace and security dynamics, and women’s economic participation and governance. 3) Facilitating consultations with key stakeholders, including government institutions, community leaders, women’s groups, and relevant partners, to validate findings from the gender analysis and ensure contextual relevance and ownership of results. 4) Developing a gender-responsive Disaster Risk Reduction (DRR) framework for Kigoma Region that is aligned with the National Gender Policy and the National Action Plan on Women, Peace and Security (2025–2029), with clearly defined implementation pathways, institutional roles and responsibilities, and monitoring and reporting mechanisms. 5) Conducting capacity-building workshops for local government officials and community leaders on gender-responsive disaster preparedness and response, with a strong focus on disaster-related GBV prevention and response.

Required Qualifications:
The position requires a reputable consultant with a master's degree in social science, Development or Gender Studies, Legal Studies, or related fields. The consultant should have experience in conducting assessments, related studies, and strategies, as well as the ability to work with a team and meet deadlines. Strong analytical skills and the ability to access, analyze, and integrate a wide range of opinions and information are essential. The consultant should also have knowledge and experience in developing gender-related strategic plans and policy documents in Tanzania, as well as experience working on Disaster Risk Reduction and climate change programs.

Educational Background:
A master's degree in social science, Development or Gender Studies, Legal Studies, or related fields is required for this position. This educational background is crucial for understanding the complexities of gender issues, disaster risk reduction, and climate change, which are central to the role.

Experience:
The consultant should have significant experience in conducting gender analyses, developing policy frameworks, and working on disaster risk reduction and climate change programs. Experience working with UN agencies on similar assignments, particularly in policy development, is highly desirable. The consultant should also have a proven track record of engaging with communities and stakeholders to ensure the successful implementation of gender-responsive initiatives.

Languages:
Written and oral proficiency in English and Swahili is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful execution of the assignment.

Additional Notes:
The assignment will be supervised by the Program Specialist in Women’s Economic Empowerment (WEE) in close coordination with UN Women program teams and relevant government counterparts at national and regional levels. The consultant will carry out the assignment over a period of three months from the day of signing the contract. Payments will be made upon submission and acceptance of specified deliverables, grouped into three tranches based on the completion of key milestones.
