Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer (Customs) include: participating in the development and evaluation of UNCTAD/ASYCUDA projects; monitoring project implementation; conducting consulting assignments; analyzing customs legislation and procedures; assisting in policy development; preparing functional specifications for customs automation; providing advice on ASYCUDA extensions; designing data collection tools; preparing various written outputs; supporting consultative meetings; conducting training workshops; participating in field missions; coordinating budget and funding activities; and performing other duties as required.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a strong understanding of customs procedures and digitalization, as well as the ability to analyze complex issues and propose solutions.
Educational Background: An advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience in the digitalization of customs procedures is essential. Additionally, experience in organizing and delivering functional training courses within governmental organizations is desirable, as is experience working in an international environment, such as within the United Nations system.
Languages: English is required for this position, with a minimum proficiency of UN Level II in reading, writing, listening, and speaking. Desirable languages include French, Russian, Arabic, Chinese (Mandarin), Spanish, or Portuguese, with varying levels of proficiency required for each language according to the UN Language Framework.
Additional Notes: This position is temporarily available for six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
