Job Overview: The National Monitoring & Evaluation, GIS Officer position is integral to the ILO's technical assistance within the Rural Access and AgricultureMarketing Project (RAAMP) in Nigeria. This role involves managing databases, monitoring and evaluation (M&E), and utilizing Geographic Information Systems (GIS) to report on ILO component activities. The officer will be responsible for developing and implementing a robust database system, updating the National Rural Transport Information Management System (NiRTIMS) and the Community-Based Maintenance System (CoSMOS) for routine maintenance and spot improvements of road infrastructure. The officer will also support national teams in policy planning and promoting decent work principles, particularly in the context of road maintenance and employment promotion. This position requires a commitment to fieldwork, with approximately 35% of the time spent on-site in various states to provide guidance and support to project teams. The role is designed for a duration of 36 months, with an initial one-year contract that may be renewed based on performance and funding availability.
Duties and Responsibilities: The National Monitoring & Evaluation, GIS Officer will have a comprehensive set of responsibilities, including:
Developing, implementing, and maintaining project M&E frameworks, indicators, and reporting systems in line with ILO and World Bank standards.
Supporting the preparation and monitoring of project Results Frameworks and Key Performance Indicators (KPIs).
Conducting baseline, mid-term, and end-line evaluations of project activities.
Collecting and managing project performance data from various stakeholders.
Preparing progress reports and communication materials in accordance with reporting requirements. 1
Monitoring compliance with ILO and World Bank standards. 1
Supporting financial and technical monitoring of rural road maintenance activities. 1
Promoting project visibility and communication with stakeholders. 1
Representing the ILO technical team in meetings and discussions as required. 1
Performing other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a first-level university degree in socio-economic research, business, economics, international development, civil or highway engineering, or a related technical field. Additionally, candidates should have at least two years of experience in Monitoring and Evaluation of projects, particularly in road infrastructure works that involve employment-intensive rural road rehabilitation and maintenance. Proven experience in GIS applications within road projects is essential, as is the ability to engage with government agencies, private sector contractors, and diverse teams in challenging environments. Candidates should also demonstrate knowledge of the planning and implementation of rural transport infrastructure works and have a solid understanding of the ILO's decent work agenda.
Educational Background: The educational requirement for this position includes a first-level university degree in a relevant field such as socio-economic research, business, economics, international development, civil or highway engineering, or another technical discipline. This educational background is crucial for understanding the complexities of project management and evaluation in the context of rural infrastructure development.
Experience: The position requires a minimum of two years of relevant experience in Monitoring and Evaluation, particularly in projects related to road infrastructure. Candidates should have a proven track record in GIS applications and experience working with government agencies and diverse teams.
