Job Overview:
The Deduplication Platform System Coordinator plays a critical role in managing the centralized deduplication platform implemented by the Cash Consortium of Yemen (CCY) and UNHCR. This position is essential for ensuring the platform's operational integrity, security" style="border-bottom: 1px dotted #007bff !important;">security, and compliance with data protection standards. The coordinator will oversee the day-to-day operations, maintenance, and development of the platform, ensuring optimal performance and timely troubleshooting. The role involves close collaboration with technical teams and partners to guarantee system reliability and adherence to agreed policies. The incumbent will be seconded to UNHCR and will report to the Information Management Officer or relevant manager, while also liaising with various stakeholders, including CCY, IOM, and OCHA. This position requires a proactive approach to managing system configurations, hosting environments, and access controls, while also ensuring compliance with data protection standards.

Duties and Responsibilities:
The Deduplication Platform System Coordinator will be responsible for a wide range of duties, including:
  • administration" style="border-bottom: 1px dotted #007bff !important;">System Administration & Operation: Maintain daily system operations, conduct health checks, monitor performance, perform backups, and ensure rapid issue resolution. Manage software releases, patches, upgrades, and integration with partner applications. Implement disaster recovery and business continuity procedures.
  • Security & Data Protection: Enforce security protocols, manage identity access, and ensure compliance with data protection frameworks. Log and monitor access to detect security anomalies.
  • Technical Coordination & Support: Act as a liaison between field users, partners, and UNHCR HQ technical units. Provide Tier 2+ support and coordinate with developers for defect resolution. Draft and maintain user guides and technical documentation.
  • Enhancements & Quality Assurance: Lead testing cycles for new modules or updates, contribute to roadmap planning, and track system usage metrics.
  • Training & Capacity Building: Conduct system orientation and training for operational and partner staff, manage user provisioning.
  • Governance & Compliance: Support data governance structures and ensure alignment with interoperability standards set by inter-agency agreements.

Required Qualifications:
Candidates must possess a minimum of 3-5 years of experience in system administration, DevOps, or platform management. They should have experience with cloud infrastructure, preferably AWS, and familiarity with containerized environments. Technical skills required include identity access management, VPNs, network security, database administration, and monitoring tools. Experience with API integration and microservices architecture is also essential. Familiarity with agile development and ticketing systems, such as Jira, is desirable. Knowledge of protection data principles and humanitarian information management is an advantage, along with certifications in AWS, security (e.g., CISSP), ITIL, or DevOps.

Educational Background:
A Bachelor’s degree in computer science, Information Systems, Software Engineering, or a related field is required. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the field.

Experience:
The position requires a minimum of 3-5 years of relevant experience, which may vary depending on the grade level. Candidates should have a solid background in system administration, DevOps, or platform management, with a focus on cloud infrastructure and technical support.

Languages:
Fluency in English and Arabic is mandatory for this position, as effective communication with diverse stakeholders is crucial for the role.

Additional Notes:
The contract length for this position is until the end of March 2027, and it is classified as a non-management (G) band role. The start date is as soon as possible, and the duty station is designated as a non-family duty station. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment.
