Job Overview: The State Road Maintenance Engineer will play a crucial role in the implementation of the Rural Access and AgricultureMarketing Project (RAAMP) in Nigeria, specifically focusing on the maintenance of rural roads. This position involves overseeing routine maintenance activities and spot improvements of road infrastructure within designated states. The engineer will work closely with the State Project Implementation Units (SPIUs) to ensure that road maintenance activities are conducted efficiently and effectively, promoting decent work principles and occupational safety and health (OSH) standards. The role requires significant fieldwork, with the engineer expected to spend a substantial amount of time providing technical support to project teams and contractors. The engineer will also be responsible for advising on policy planning and promoting sustainable road maintenance systems, ensuring that local communities are engaged in the planning and execution of road works.
Duties and Responsibilities: The State Road Maintenance Engineer will have a comprehensive set of responsibilities, including but not limited to: conducting feasibility studies and detailed designs for road maintenance projects; preparing quantity surveys and contract documents; supervising and inspecting road works; applying appropriate technical design standards; advising counterpart agencies and local communities on labor-based work approaches; organizing community consultations; reviewing contractors' work programs; conducting regular inspections of construction sites; maintaining computerized information systems for monitoring project activities; providing capacity building and technical advice to SPIUs; assisting in the organization of training sessions and workshops; and preparing technical reports and documentation. The engineer will also be responsible for ensuring compliance with occupational health and safety standards at construction sites and recommending remedial actions when necessary.
Required Qualifications: Candidates must possess a strong background in civil or highway engineering, with relevant training and education in the field. They should demonstrate a solid understanding of employment-intensive public works and the ILO's decent work agenda. Additionally, candidates should have experience in rural road maintenance, training local contractors, and engaging with community stakeholders. Strong technical expertise in formulating methodologies and project proposals is essential, along with the ability to manage and evaluate road maintenance projects effectively.
Educational Background: A minimum of secondary school education is required, along with relevant training or education in civil engineering or highway engineering. Additional certifications or specialized training in road maintenance and project management will be advantageous.
Experience: Candidates should have at least six years of experience in employment-intensive rural road rehabilitation, construction, or maintenance. They should have extensive experience in developing and implementing labor-based public works and a solid understanding of the ILO's decent work agenda. Experience in training local contractors and working with community stakeholders is also essential, along with skills in institutional strengthening and capacity building.
Languages: Fluency in English is mandatory, and proficiency in a Nigerian local language is highly desirable. Candidates should possess excellent verbal and written communication skills, enabling them to effectively convey technical information to various stakeholders, including non-technical personnel.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension based on funding availability and performance. The role is based in Abuja, Nigeria, but the engineer will be required to travel to various project sites across the seven states involved in the RAAMP project.
