Job Overview:
The Humanitarian Access and Safety (HAS) Officer plays a critical role in ensuring the safety and security of humanitarian operations in the area. This position involves supporting the implementation and monitoring of NRC's HAS Policy, plans, and procedures, ensuring that all activities are conducted safely and in accordance with organizational standards. The HAS Officer will work closely with the Area Manager and HAS Manager to develop and maintain effective safety and security measures, conduct risk assessments, and provide training to staff. The role requires a strong understanding of the local humanitarian context and the ability to liaise with various stakeholders, including UN agencies, NGOs, and local authorities, to enhance humanitarian access and protect the operational space for NRC. The HAS Officer will also be responsible for preparing reports, facilitating training sessions, and ensuring compliance with NRC policies and procedures.

Duties and Responsibilities:
The duties and responsibilities of the HAS Officer include supporting the implementation of the NRC Global HAS Management System at the area level, preparing reports, and executing area/field office-focused elements of the HAS Operational Plan. The officer will contribute to a culture of safe and principled humanitarian response, develop area/field-level HAS documents, and supervise HAS Assistants. Key responsibilities also include maintaining an understanding of the humanitarian context, assisting with Security Risk Assessments (SRAs), conducting drills and training sessions, liaising with external actors, and ensuring adherence to NRC policies. The officer will prepare and facilitate HAS induction sessions, conduct site assessments, monitor vehicle and staff movements, and facilitate staff hibernation or relocation in emergencies. Additionally, the HAS Officer will represent NRC in external forums and contribute to project proposals and audits, ensuring that all activities are documented and compliant with organizational standards.

Required Qualifications:
Candidates must possess a minimum of two years of relevant experience in humanitarian or development operations, with a foundational understanding of humanitarian principles and their application. Experience in complex contexts and proficiency in MS Office applications, particularly Word and Excel, are essential. The role requires strong interpersonal skills, the ability to work in insecure environments, and a commitment to safeguarding principles. Candidates should demonstrate a proactive approach to problem-solving and the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
A relevant educational background is required for this position, typically including a degree in humanitarian studies, international relations, social sciences, or a related field. Additional certifications in security management or humanitarian access may be advantageous and demonstrate a commitment to professional development in this area.

Experience:
The position requires a minimum of two years of relevant experience in humanitarian or development operations, with a strong emphasis on safety and risk management. Candidates should have experience working in complex and challenging environments, demonstrating the ability to adapt to rapidly changing situations and effectively manage security risks. Previous experience in liaising with communities, authorities, and NGOs is also essential for this role.

Languages:
Proficiency in English and Arabic, both written and verbal, is mandatory for this position. Candidates with working proficiency or conversational skills in additional languages may have an advantage, as this can enhance communication with diverse stakeholders and communities.
