Job Overview: The National Consultant position is integral to the UNFPA Gender Programme, which aims to engage men and boys in promoting gender equality and preventing gender-based violence (GBV). The consultant will work closely with government agencies and CSOs to build local capacity among sports trainers, secondary school teachers, and community organizations. The primary focus will be on developing and implementing training programs that educate these groups on gender equality, gender stereotypes, and the roles of men and boys in preventing GBV. The consultant will design and conduct a series of training sessions and workshops across various regions, ensuring that participants are equipped with the necessary skills and knowledge to advocate for gender equality within their communities. The consultant will also be responsible for monitoring and reporting on the progress of the training initiatives, providing comprehensive reports that highlight successes and challenges encountered during the implementation phase.
Duties and Responsibilities: The National Consultant will have a range of duties and responsibilities, including:
Designing, planning, and conducting a 3-day refresher Training of Trainers (TOT) in five velayats and Ashgabat city, aimed at developing a pool of gender and men engagement trainers.
Collaborating with trained trainers to conduct at least 30 workshops in the velayats and Ashgabat city, targeting secondary school directors and representatives of provincial governance, including health sectors.
Strengthening the capacities of 300 trainers in sports schools, 300 secondary school teachers, and 50 staff of CSOs, including sports clubs for persons with disabilities (PwDs).
Utilizing agreed-upon methodologies to gather disaggregated data for all activities, ensuring that the information is categorized by age, sex, disability, and region.
Generating and submitting comprehensive quarterly and final yearly reports that detail the outcomes of the training sessions and workshops.
Engaging with participants to foster understanding of gender equality, gender roles, and emotional maturity in the context of GBV prevention.
Coordinating with the Programme Coordinator and reporting to the UNFPA Programme Analyst on Gender and Youth, providing monthly updates and addressing any challenges encountered during the consultancy.
Required Qualifications: The position requires the following qualifications:
A Bachelor's Degree in teaching, social sciences, sports training, or related fields; alternatively, a high school diploma with an additional year of relevant experience.
A minimum of 6 years of experience in the sports field as a trainer or sports coach, particularly working with young people.
Management experience in the sports field is preferred.
Excellent knowledge of cultural, social norms, customs, and gender issues in Turkmenistan.
Proficiency in Turkmen and Russian, with strong speaking and writing skills in both languages being mandatory.
Educational Background: Candidates must possess at least a Bachelor's Degree in relevant fields such as teaching, social sciences, or sports training. Alternatively, a high school diploma combined with one additional year of relevant experience may be acceptable. The educational background should reflect a strong understanding of gender issues, social norms, and the dynamics of working with youth and community organizations.
Experience: The ideal candidate should have a minimum of 6 years of experience in the sports field, specifically as a trainer or sports coach. This experience should include working with young people and managing sports-related programs. The candidate should demonstrate a solid understanding of gender equality issues and have a proven track record of engaging with community stakeholders to promote positive social change.
Languages: Proficiency in Turkmen and Russian is mandatory for this position, with excellent speaking and writing skills required in both languages. Knowledge of additional languages may be considered an asset, but it is not a requirement for the role.

The consultant will deliver services primarily in Ashgabat and the surrounding velayats. All written deliverables will be submitted electronically. The consultancy fee will be based on the GS-7 level of the UN salary scale for the General Service Category, effective November 1, 202
