The coalition has been instrumental in promoting international cooperation and action on climate change and air quality, with a mission to accelerate the reduction of SLCPs globally. Mexico has been a key player in this initiative, demonstrating leadership in super pollutant management for over a decade and committing to ambitious targets within its Nationally Determined Contribution (NDC).

Job Overview:
The CCAC Strategic Planning Officer for the Super Pollutants Accelerator in Mexico will play a crucial role in tracking and coordinating progress across various projects aimed at improving air quality, addressing climate change, and mitigating super pollutants. This position involves consolidating critical data related to air pollution and SLCPs into a cohesive, evidence-based national planning framework. The Officer will work closely with a team of specialists, including the Technical Specialist, Air Quality Specialist, and Quality Assurance/MRV Officer, to ensure that project data, policy scenarios, and co-benefit assessments are effectively integrated into strategic decision-making processes and long-term planning initiatives. The overarching goal is to enhance policy integration of SLCP mitigation strategies, operationalize an integrated national planning framework, and ensure that project results inform national policy effectively. The role requires a proactive approach to synthesizing data and insights that can drive impactful changes in national strategies and planning instruments.

Duties and Responsibilities:
The Strategic Planning Officer will be responsible for several key outputs, including:
  • Strengthening policy integration of SLCP mitigation by producing sector-specific policy integration briefs, conducting a consolidated SLCP Policy Gap Assessment, and drafting proposals for integrating SLCP mitigation into national planning instruments.
  • Operationalizing an Integrated National Planning Framework by developing a fully functional LEAP-IBC-based national SLCP planning module, creating a Data Integration Template and Protocol, and producing a Scenario Analysis Package that outlines SLCP emission trajectories and policy impacts.
  • Ensuring that project results systematically inform national policy by generating quarterly synthesis briefs, a consolidated Project-to-Policy Insight Report, and a SLCP Co-benefit Assessment Dashboard.
  • Enhancing strategic decision-making across institutions by creating a national SLCP–Climate–Air Quality Planning Dashboard, producing tailored Decision-Support Briefs, and developing a cross-institutional planning toolkit. The Officer will also be involved in delivering technical workshops and training materials to build capacity among relevant stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as environmental sciences, energy planning, public policy, engineering, or climate policy. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of five years of experience in energy-climate-air quality modeling is required, with hands-on expertise in integrated assessment tools like LEAP, LEAP-IBC, or GAINS. Strong data management and visualization skills, along with proficiency in scenario analysis tools such as Excel, Python/R, and GIS, are essential. Candidates should have a solid understanding of Mexico’s energy, transport, waste, and industrial sectors, as well as its climate governance architecture. The ability to communicate complex model results to non-technical audiences is a valuable asset, as is experience in preparing technical reports and engaging stakeholders in climate-related discussions.

Educational Background:

Languages:
Fluency in Spanish, both written and oral, is mandatory for this position. Additionally, fluency in English is highly desired, as it will facilitate communication with international stakeholders and the preparation of reports and materials in both languages.
