Job Overview:
The Shelter & WASH Technical Officer will be an integral part of the Shelter & WASH Department, collaborating closely with all program and relevant support units within the area office, as well as the Country Office Shelter & WASH team. This position specializes in providing essential services in both urban and rural settings, which includes construction, emergency relief planning, and cash support. The officer will be responsible for assessing, planning, designing, and supervising projects in these contexts, ensuring that all activities adhere to NRC standards and procedures as well as national regulations. The role requires a proactive approach to ensure that shelter projects are implemented in a timely manner, in accordance with strategies, proposals, budgets, and plans, while also aligning with NRC policies and donor requirements. The officer will also be expected to contribute to the overall improvement and development of shelter programs by documenting ideas and promoting technical advancements.

Duties and Responsibilities:
The duties and responsibilities of the Shelter & WASH Technical Officer include ensuring compliance with NRC policies, guidelines, and standards, particularly in relation to the Shelter strategy and tools. The officer will oversee the quality control and monitoring of project activities, ensuring that all shelter projects, including repair, rehabilitation, and reconstruction, are executed according to established timelines and standards. Specific responsibilities include providing technical guidance and support for essential shelter services, conducting structural assessments of buildings, proposing technical solutions for materials assistance, and preparing technical documentation such as work plans, specifications, and cost estimates. Required Qualifications:

Fluency in Ukrainian is mandatory, along with a B1 level of proficiency in English, both written and verbal. Candidates should possess a university degree in a relevant field, with a diploma in Civil Engineering or Architecture considered an advantage. Proficiency in computer programs such as MS Word, MS Excel, MS Project, and AutoCAD is essential. The ideal candidate will exhibit excellent time management skills, the ability to perform under tight deadlines, and strong organizational skills to prioritize a complex workload effectively. Autonomy in work is also necessary, along with context-related skills and experience in the humanitarian sector, particularly in construction or reconstruction projects.

Educational Background:
