Job Overview:
The National Monitoring and Evaluation (M&E) Specialist will play a crucial role in the implementation of the 'ADAPT Jamaica' project, which focuses on enhancing climate change resilience among vulnerable smallholder farmers in Central Jamaica. This position involves designing, implementing, and operating a comprehensive Project Monitoring System that aligns with the guidelines set by the Green Climate Fund (GCF) and FAO. The specialist will be responsible for generating timely and reliable data on project outputs and outcomes, which is essential for informed decision-making and accountability. The role also emphasizes the importance of continuous learning and knowledge generation to improve project performance and meet established goals.

Duties and Responsibilities:
The National M&E Specialist will have a wide range of responsibilities, including but not limited to: developing and implementing a monitoring system and tools; ensuring integration with donor reporting requirements; assisting in the preparation of Annual Work Plans and Budgets; establishing baseline data and coordinating evaluations; monitoring project activities and risks; ensuring compliance with environmental and social safeguards; drafting technical and financial reports; contributing to evaluations; identifying bottlenecks; preparing budget revisions; and maintaining a Knowledge Management component to capture and organize information generated through M&E activities. The specialist will also be expected to attend project management meetings and provide M&E analysis for strategic decision-making.

Required Qualifications:
Candidates must possess a university degree in a relevant field such as Monitoring and Evaluation, Statistics, Project Management, Development Studies, Public Administration, Business Administration, Finance, Accounting, Economics, Agriculture, Fisheries, or Social Sciences. Additionally, at least 5 years of relevant experience in project monitoring, preferably in agriculture, climate resilience, or rural development projects, is required. A working knowledge of English at level C is mandatory, and candidates must be nationals of Jamaica.

Educational Background:
The educational background required for this position includes a university degree in fields related to Monitoring and Evaluation, Statistics, Project Management, Development Studies, Public Administration, Business Administration, Finance, Accounting, Economics, Agriculture, Fisheries, or Social Sciences. The degree must be obtained from an institution accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 5 years of relevant experience in project monitoring, with a preference for candidates who have worked in agriculture, climate resilience, or rural development projects. This experience should demonstrate the ability to design and implement monitoring frameworks and tools effectively.

Languages:
A working knowledge of English at level C is mandatory for this position. While English is the primary language required, proficiency in additional languages may be considered an asset, although it is not explicitly stated as a requirement.
