Job Overview:
The Finance and Operations Assistant will play a crucial role in supporting the effective implementation of the ADAPT Jamaica project, which aims to enhance climate change resilience among vulnerable smallholder farmers in Central Jamaica. This position involves providing integrated financial and operational support, ensuring that project activities are executed in compliance with FAO and Green Climate Fund (GCF) rules and procedures. The assistant will be responsible for budget monitoring, financial reporting, procurement follow-up, and operational tracking, which are essential for timely project delivery. The role requires close collaboration with various FAO units and national counterparts to ensure that all project activities are well-documented and compliant with organizational and donor requirements. The assistant will also contribute to the overall success of the project by facilitating effective coordination with implementing partners and ensuring that financial records are maintained accurately.

Duties and Responsibilities:
The Finance and Operations Assistant will have a comprehensive set of duties and responsibilities, including but not limited to: monitoring project budget execution, preparing financial forecasts and expenditure reports, tracking commitments and disbursements, maintaining accurate financial records, processing payments and reimbursements, supporting the preparation of periodic financial reports, monitoring Letters of Agreement (LoAs) and contracts, preparing requisitions and liaising with suppliers, maintaining asset records, supporting project activity planning and implementation follow-up, ensuring project information is updated in corporate systems, coordinating with FAO units on financial matters, and assisting in audits and donor reporting processes. The assistant will also be expected to flag any bottlenecks, risks, or delays affecting project delivery and perform any other related duties as required.

Required Qualifications:
Candidates must possess a university degree or technical training in Business Administration, Finance, Accounting, Public Administration, Industrial Engineering, Economics, or a related field. Additionally, a minimum of three years of relevant experience in financial and administrative support is required, preferably within international organizations or development projects. A working knowledge of English, both spoken and written, is mandatory, and candidates must be nationals of Jamaica. The role also requires strong knowledge of financial and administrative procedures, including budgeting, procurement, and reporting, as well as proficiency in Microsoft Office applications and excellent organizational skills.

Educational Background:
The educational background required for this position includes a university degree or technical training in relevant fields such as Business Administration, Finance, Accounting, Public Administration, Industrial Engineering, or Economics. Candidates must ensure that their qualifications are recognized by the World Higher Education Database (WHED), which is essential for consideration in the recruitment process.

Experience:
The position requires at least three years of relevant experience in financial and administrative support, ideally within international organizations or development projects. This experience should encompass a solid understanding of financial management, budgeting, and procurement processes, as well as familiarity with donor-funded project requirements and audit processes.

Languages:
A working knowledge of English is mandatory for this position, both in spoken and written forms. While English proficiency is essential, additional language skills may be considered an asset, particularly if they relate to the local context or the operational environment of the FAO in Jamaica.
