Job Overview:
The Senior Technical Advisor (STA) for Health Management Information Systems (HMIS) will play a pivotal role in leading the optimization, maintenance, and enhancement of health information systems, databases, and software applications that support HIV and AIDS programs. This position is crucial for ensuring effective data management, system integration, and timely reporting, which are essential for the success of the EpiC project in Tanzania. The STA will work closely with project teams and government stakeholders to provide technical support to community-based organizations and facilities, ensuring the reliability and security" style="border-bottom: 1px dotted #007bff !important;">security of electronic data systems. The role also involves strengthening Monitoring and Evaluation (M&E) frameworks, enhancing data access and visualization, and ensuring high-quality data availability for tracking program performance indicators. The STA will be responsible for developing automated reporting tools and dashboards, mentoring regional teams, and collaborating with various stakeholders to improve data quality and reporting processes.

Duties and Responsibilities:
The STA, HMIS will have a comprehensive set of responsibilities, including but not limited to: leading the optimization, customization, and maintenance of health information systems and software applications such as DHIS2 Tracker, Unified Community Systems (UCS), Infolink, and CTC databases; facilitating interoperability and data integration across systems; ensuring optimal functionality, security, and performance of managed databases; implementing data backup and recovery procedures; overseeing the inventory and functioning of data management devices; supporting system upgrades and new implementations in line with national policies; facilitating data exchange and harmonization across HMIS platforms; providing technical assistance and training to users and partners; generating DATIM import files and collaborating with Regional SI Officers; developing automated reporting tools and dashboards; mentoring project staff; analyzing reports for data quality assurance; identifying implementation bottlenecks; and documenting lessons learned in accordance with guidelines.

Required Qualifications:
Candidates must possess proficiency in database technologies such as SQL, MySQL, and PostgreSQL, along with experience in software development using languages like Python, Java, PHP, or .NET. Proven expertise in DHIS2 system implementation and knowledge of health information systems, including EMRs and mobile data collection tools, are essential. Familiarity with data security and privacy regulations, as well as experience providing technical assistance for maintaining databases, is required. Strong problem-solving skills, excellent teamwork and communication abilities, and the capacity to manage multiple projects with attention to detail are also necessary.

Educational Background:
A Master’s degree in computer science, Software Engineering, IT, Data Science, or Public Health Informatics is required, along with at least 8 years of relevant working experience in database management and software development, particularly in the context of HIV/AIDS programs at both facility and community levels.

Experience:
The position requires significant experience, specifically a minimum of 8 years in relevant fields such as database management and software development. Candidates should have a strong background in working with health information systems and HIV/AIDS programs, demonstrating the ability to provide technical assistance and support to various stakeholders.

Languages:
Proficiency in English is mandatory, and knowledge of additional languages relevant to the local context may be considered an asset, enhancing communication with diverse stakeholders.

This position is full-time and offers a competitive compensation package, with an expected salary range of TZS 100,000,000 - 130,000,000 annually.
