Job Overview:
The consultant will play a crucial role in developing a Tanzania-specific Midwifery Investment Case, which will serve as a strategic tool for advocating policy formulation and mobilizing resources aimed at enhancing maternal and neonatal health outcomes in Tanzania. This position requires generating robust, locally relevant evidence to inform strategic advocacy and policy engagement, ensuring equitable access to quality midwifery-led care, and increasing domestic resources to significantly reduce preventable maternal and newborn mortality. The consultant will work under the guidance of the Assistant Representative and will be responsible for conducting a situation analysis, stakeholder engagement, and developing actionable recommendations for institutionalizing midwifery models of care in Tanzania.

Duties and Responsibilities:
The consultant will be responsible for organizing and facilitating an inception workshop with various stakeholders, including government officials, UN agencies, midwifery associations, and NGOs. They will conduct a detailed review of Tanzania's maternal and neonatal health landscape, identifying gaps in coverage and financing. The consultant will define midwifery intervention packages, perform comprehensive analyses to project health impacts and costs, and develop multiple investment scenarios. They will also conduct a workforce analysis, assess systemic factors affecting midwifery care, and prepare validation workshops to disseminate findings. Key deliverables include inception reports, situation analysis reports, draft and final investment case documents, and policy briefs.

Required Qualifications:
Candidates must possess a Master’s Degree in Health Economics, Public Health, Health Financing, or related health sciences. A minimum of 5 years of professional experience in health financing, investment case development, or cost-benefit analysis is required, preferably in reproductive health. Experience with standard costing tools and impact modeling tools relevant to SRMNCAH service packages is essential. Candidates should demonstrate excellent analytical, facilitation, and communication skills in English, as well as experience engaging with government and development partners.

Educational Background:
A Master’s Degree in Health Economics, Public Health, Health Financing, or related health sciences is required for this position. This educational background is crucial for understanding the complexities of health systems and the economic implications of health interventions.

Experience:
The position requires a minimum of 5 years of relevant professional experience, particularly in health financing, investment case development, or cost-benefit analysis. Candidates should have a proven track record of working with government entities, UN agencies, and development partners, showcasing their ability to navigate complex health systems and contribute to policy development.

Languages:
Fluency in written and spoken English is mandatory, along with proficiency in Kiswahili. These language skills are essential for effective communication with stakeholders and for the dissemination of findings and recommendations.

Additional Notes:
The consultancy will last for 60 days, commencing from the date of contract signature. The consultant will be expected to work remotely but may need to travel to attend specific meetings requested by the UNFPA country office. Travel costs for activities outside Dar es Salaam will be covered by UNFPA. The consultant will be compensated according to UNFPA's individual consultant payment guidelines.
